Thrive partners with fourteen community-based organizations across the state of Kansas to assist low- and moderate-income residents enroll in Marketplace insurance, Medicaid, Children’s Health Insurance Program (CHIP), and Medicare. They need your help to effectively advertise these services to clients across the state!
They are located in Iola, KS in southeast Kansas and provide services that focus on health, wellness, and economic development including care coordination services, assistance in enrolling in insurance, establishment of over 60 miles of trails in Allen County, and non-emergent transportation services.
Project or Program Objectives
Kansas CARES is a three-year federally funded grant program through the Center of Medicaid and Medicare Services. Thrive partners with fourteen community-based organizations across the state of Kansas to assist low- and moderate-income residents enroll in Marketplace insurance, Medicaid, Children’s Health Insurance Program (CHIP), and Medicare. This is a free service provided to the public. The individuals who provide this assistance are called Navigators and Benefits Specialists. There are currently a total of 26 Navigators and 8 Benefits Specialists funded by these grants.
Thrive seeks a vendor to create a cost effective yet comprehensive marketing strategy (both digital marketing and traditional) that would utilize social media (e.g. Facebook, LinkedIn, Instagram, YouTube and Twitter) and other media as suggested (e.g. billboards, direct mailings, newspaper, radio, television, in-person) to educate the public about Medicaid unwinding and enrollment for children, families, and pregnant individuals in Medicaid or CHIP.
It is requested that the vendor also include in the proposal response the cost of on-going support preferably in the form of an hourly rate and estimated monthly cost related to social media posts and regular (i.e., quarterly or as-needed) evaluation of the effectiveness of the strategy, to evaluate execution, and advise staff. This cost will be in addition to the established budget.
Timeline: Thrive envisions a timeframe for completion of strategy outline and framework within two (2) months of contract authorization.

- Produce high quality outreach and marketing materials that are linguistically and culturally appropriate for the Kansas CARES program for Thrive and its partners.
- Develop SEO strategy including suggested website content and key words and metrics to evaluate effectiveness of strategy.
- Market Thriveand its partners’services to support enrolling Kansas residents in Medicaid and CHIP.
- Educate the public on Kansas CARES services, the unwinding of Medicaid, and how to enroll in Medicaid and CHIP.
- Develop and implement strategies and outreach and marketing materials that will meet or exceed goals set in the federal grant objectives to enroll Kansas residents in Medicaid and CHIP.
- Create and advise on an e-mail, social media, strategy (e.g. frequency of postings, suggested topics) with newsletter and blogging as appropriate to maximize outreach and connect with widest possible audience.

- Qualifications and experience of the project team
- Demonstrated understanding of scope of work and suggested approach to project
- Artistry based on prior portfolio submitted with three (3) samples of prior projects
- Capacity to perform work within schedule and budget
- Billing rates, hourly, to remain in effect for the duration of the project
- Any additional terms or conditions to which the parties may agree
- Knowledge of culturally and linguistically appropriate materials for rural and historically underserved communities in Kansas.
