The City anticipates approximately $550,000 will be available for the Human Needs funding opportunity for programs meeting the basic needs of Everett residents. General funds of $4 per capita and an additional $100,000 of ARPA (American Rescue Plan Act) funds have been allocated for Human Needs programs.
Priorities for Funding
The priorities and elevated priority activities are identified below and were established by the Citizens Advisory Committee on August 16, 2022 and adopted by City Council on September 28, 2022. All applications must meet basic evaluation criteria to be considered for funding.
- Housing
- Homelessness
- Public Services
- Behavioral health and substance abuse prevention/support
Eligibility Criteria
- Per Everett Municipal Code Title 2, Chapter 93, Section 010, Citizens’ Advisory Committee, grant funds must meet the following criteria:
- Only agencies who qualify for IRS 501(c)(3) nonprofit status may apply for funding;
- Priority consideration shall be given to those programs which apply requested funds to a direct public service rather than to the administration of a program;
- Consideration shall be given to the size of the population who will benefit from a program or service; and
- Agencies receiving human needs funding are not eligible for funding from another city of Everett funding source for the same program in any given year.
