City of Buffalo Public Health Equity Initiative Grant – New York

The City of Buffalo’s ARP Spending Plan allocates $9 million to support public health equity initiatives, of which $1.5 million will be allocated to provide grants to qualified non-profit service providers for programming that addresses the mental health needs of children.

Details:

This project is designed to engage non-profit service providers that are currently offering mental health counseling services to children and adolescents in the City of Buffalo. Eligible providers must demonstrate a proven capacity to offer these kinds of services and the ability to expand the services offered with the funding available.

The goal of this program is to enhance and expand the network of services available to children in need of mental health services. The KPIs have been developed to ensure this goal is met.

Funding Information

Applicants will be able to receive up to $500,000 in funding for expanded youth mental health services which must be used in a period not to exceed three-years.

Applicants that have existing partnerships with the Buffalo Public School District, other elementary or high-school educational institutions, community centers, religious institutions, or other type of health or mental health care providers will be encouraged. Organizations without those types of partnerships are also eligible, however the goal of this initiative is to create a stronger childhood mental health network and therefore they must describe how their proposal would accomplish that goal.

Key Performance Indications (KPIs)

The successful project must demonstrate the capacity to meet the following:

  • Ensure that 100% of residents served are City of Buffalo residents
  • Be in or demonstrate the ability to serve (through free transportation, free telehealth, or other alternative means of service) communities located within neighborhoods which have been disproportionally impacted by the pandemic
  • Provide a level of medical care and education equivalent to what a family would be able to access if they were to visit a general practitioner
  • Ensure that at least 75% of all patients are low-moderate income residents
  • Ensure that at least 10% of all patients do not speak English as their native language
  • Provide mental health services or be able to refer a patient who needs mental health services to a qualified provider

Eligibility Requirements

  • Applicants must:
  • Ensure project location is within the City of Buffalo.
  • Demonstrate that Project will service disproportionately impacted residents.
  • Identify and outline the negative economic impact.
  • Outline project readiness and a construction timeline.
  • Ensure funding will be spent by December 31, 2026.
  • Demonstrate eligibility for economic assistance based on the enumerated eligible use categories established by Treasury.
  • Demonstrate financial need for economic assistance based on financial reporting for applicant institution for years 2019-2022 and based upon current project proforma illustrating confirmed leveraged sources and uses for the project (applicant must have secured at least 75% of the funding of the total cost of the project).
