Bipartisan Infrastructure Law: Long-Duration Energy Storage Demonstrations

The U.S. Department of Energy (DOE) is releasing this Funding Opportunity Announcement (FOA) to solicit Long Duration Energy Storage (LDES) Demonstration projects in accordance with the Energy Act.

Details:

LDES demonstration projects are encouraged to have substantial engagement with local and regional stakeholders to ensure that they generate local, regional, and national benefits. Demonstration projects will be expected to carry out meaningful community and labor engagement; invest in America’s workforce by creating good-paying jobs with the free and fair choice to join a union; advance diversity, equity, inclusion, and accessibility; and contribute to the President’s Justice40 Initiative goal that 40% of the overall benefits of certain federal investments, including those in climate change, clean energy and energy efficiency, flow to disadvantaged communities.

Area of Interests

Topic Area 1 is focused on energy storage as a 2nd life application for electric vehicle batteries and on innovative grid-scale lithium-ion battery energy storage systems (BESS).

Period of Performance

DOE anticipates making awards that will run from 5 years up to 10 years in length, comprised of one or more budget periods.

Eligibility Information

To be considered for substantive evaluation, an applicant‘s submission must meet the criteria set forth below. If the application does not meet these eligibility requirements, it will be considered ineligible and removed from further evaluation.

Domestic Entities

  • The proposed prime recipient and subrecipient(s) must be domestic entities. The following types of domestic entities are eligible to participate as a prime recipient or subrecipient of this FOA:
    • Institutions of higher education;
    • For-profit entities;
    • Non-profit entities; and
    • State and local governmental entities, and Tribal Nations.
  • To qualify as a domestic entity, the entity must be organized, chartered, or incorporated (or otherwise formed) under the laws of a particular state or territory of the United States; have majority domestic ownership and control; and have a physical place of business in the United States.
  • Tribal Nation is defined as any American Indian or Alaska Native Tribe, Band, Nation, Pueblo or other organized group or community, including any Alaska Native village [as defined or established pursuant to the Alaska Native Claims Settlement act (43 U.S.C. 1601 et seq.)], which is acknowledged by the Federal government to constitute a Tribe with a government-to government relationship with the United States and eligible for the programs, services, and other relationships established by the United States for indigenous peoples because of their status as American Indian and Alaska Native tribes, Bands, Nations, Pueblos or communities.
  • DOE/NNSA FFRDCs are eligible to apply for funding as a subrecipient, but are not eligible to apply as a prime recipient. The funding for the FFRDC will flow through the prime recipient.
  • Non-DOE/NNSA FFRDCs are eligible to participate as a subrecipient, but are not eligible to apply as a prime recipient.
  • Federal agencies (other than DOE) are eligible to participate as a subrecipient, but are not eligible to apply as a prime recipient.
