The Community Grants Program is accepting concept paper proposals for solar power generation projects at facilities serving sensitive populations, including seniors, pregnant women, children, and those with asthma or chronic illnesses.

Eligible Projects

  • Only Solar Power Generation Projects are eligible for funding. Solar power is a renewable energy source that reduces reliance on fossil fuels and thus reduces greenhouse gas emissions.
  • Commercially available solar power generation systems include using photovoltaic (PV) systems to convert light into an electric current, although there are emerging alternate technologies in development. PV systems are used to power appliances and electric systems and can be installed as a stand-alone module attached to a roof or a separate system. The most common practice is to mount PV systems onto a south-facing roof or wall. Projects could also include using PV for outdoor and security lighting, PV solar canopies or placing PV systems on structures that serve as covers for parking lots and carports. A solar system should only be considered after the host building has reduced overall load, and must be designed and installed by a qualified installer. In addition, the system must be warranted to perform as specified for at least 10 years.
  • Notably, solar water heating projects are not eligible for funding at this time. Solar water heating systems use sun to heat or preheat water. They are designed to be used in conjunction with an electric or gas back-up water heater.

Criteria

Eligible applicants under the Facility Improvements Program include facilities that serve sensitive populations most affected by port operations. Sensitive populations are children, pregnant women, the elderly, the chronically ill, and individuals with respiratory and/or cardiopulmonary disorders and illnesses. Eligible facilities include:

  • Facilities that serve children, such as licensed daycare centers, schools, after school programs, or youth centers/recreation facilities primarily serving children
  • Facilities serving the elderly, including skilled nursing facilities, assisted living centers, adult day care facilities and other facilities licensed under the California Health and Safety Code Unsure if your project is considered an eligible solar generation project?
  • Facilities serving the chronically ill, including hospitals, clinics, hospice facilities, and other related health facilities licensed under the California Health and Safety Code
  • Community centers designated as a senior center by a public agency Public and private agencies are eligible to apply. Facilities with licensing requirements under the California Health and Safety Code will be required to provide a State License number in grant applications.
