Details:

Funds under this NOFA are provided by two programs: the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs. 

Community Planning and Development Grant

The Federal Community Planning and Development Act of 1974, as amended, provides Federal Community Development Block Grant funds for projects that promote the development of viable, urban communities by providing decent housing, a suitable living environment and expanded economic opportunities, principally for persons of low and moderate-income.  For FY 2023-2024, which begins July 1, 2023, the City of Victorville estimates receiving approximately $1,358,971 in CDBG funds.  All CDBG funded projects must meet one of the following National Objectives:

  • Principally benefit low and moderate-income persons;
  • Eliminate slums and blight; or
  • Meet an urgent need.

The types of projects and programs which may be considered for funding, subject to National Objective compliance, include public services, acquisition, disposition, public facilities and improvements, clearance activities, interim assistance, removal of architectural barriers and special economic development activities.

Home Investment Partnership Program(HOME)

HOME is authorized under Title II of the Cranston-Gonzales National Affordable Housing Act of 1990. HOME funds may be used to develop and support affordable rental housing and homeownership affordability through acquisition, including assistance to homebuyers, new construction, reconstruction or rehabilitation of non-luxury housing with suitable amenities, including real property acquisition, site improvements, conversion, demolition, and other expenses such as financing costs, relocation expenses of any displaced persons, families, businesses, or organizations.  HOME funds may also be used to provide tenant-based rental assistance (including security deposits), provide payment of reasonable administrative and planning costs, and to provide for the payment of operating expenses of community housing development organizations (CHDOs).

Program Year

July 1, 2023 through June 30, 2024.

Criteria

Applications will be evaluated for eligibility based on the City’s Consolidated Plan priorities and objectives as well as the CDBG National Objectives and eligibility standards established by HUD and the City of Victorville for both programs.  These objectives and standards are outlined in the application instructions package provided with the application package.
