2023 Commonwealth Preschool Partnership Initiative Grant (Cohort 4 ) – Massachusetts

EEC is conducting a competitive procurement to award grants to cities, towns, regional school districts or educational collaboratives for the purposes of expanding high-quality pre-kindergarten or preschool opportunities, on a voluntary basis, to children who will be eligible for kindergarten by September 2023.

EEC will use the model of the Commonwealth Preschool Partnership Initiative (CPPI) grant to engage communities in collaborations between public school districts and EEC-licensed early education programs to expand local access to high quality preschool for three and four-year-old children that meets the diverse needs of families in their communities.

Funding Information

  • EEC expects to award a minimum of $138,000 to each Applicant with an anticipated number of five (5) grantees.
  • Grant Duration
    • Initial Duration: Seven (7) Months
      • February 1, 2023 to August 31, 2023
    • Renewal Options: Two (2) one-year options
      • September 1, 2023 to August 31, 2024
      • September 1, 2024 to August 31, 2025
    • Total Maximum Grant Duration
      • Two (2) years and Seven (7) months

Eligibility Criteria

  • To be considered for the CPPI Cohort 4 Grant, applicants must meet the following criteria:
    • The application must represent a partnership between a public school district (LEA) and at least two (2) EEC-licensed early learning providers (ELPs). The partnering LEA must have staff dedicated to early learning programming. Communities will have until June 30, 2023 to have contracts in place.
    • Preference will be given to public school districts serving a high percentage of high-needs students.
    • Preference will be given to those communities who are recipients of the FY22 CPPI Planning Grants or the FY22 CPPI Implementation Grants.
    • Preference will be given to those communities who have previously conducted a targeted Needs Assessment in the community within the past five years.
    • CPPI Maintenance and Cohort 3 grantees are not eligible to apply.
