In order to better service the residents of Hagerstown, the City makes available a portion of this entitlement grant to non-profit groups to help fund activities that provide either: decent housing, a sustainable living environment, or expanded economic opportunities for low-and-moderate income persons.
Any projects that are funded by the City of Hagerstown through the CDBG program must be used to carry out a range of community development activities such as neighborhood revitalization, economic development, and community facilities and services.
In order to accomplish this requirement all projects must meet at least one national objective as designated by
HUD:
- To benefit persons of low-and-moderate income
- To aid in the prevention of slums and blight
A project will be considered to benefit low-and-moderate income individuals if over fifty-one percent (51%) of individuals receiving the proposed project’s service are classified as low-and-moderate income. This income determination must either include income eligibility requirements limiting the activity to low-and-moderate income individuals or be located in a service area of the City of Hagerstown that is predominantly classified as low-and moderate income. Projects that service special needs populations such as the elderly or disabled are typically classified by HUD as benefiting low-to-moderate income individuals and meet this national objective.
A project will be considered aiding in the prevention of slum and blight if the proposed activity is designed to address and/or eliminate conditions that cause slum and blight through, but are not limited to: acquisition, disposition, public facility improvements, and clearance.
Funding Information
- Based on previous years’ allocations, the City of Hagerstown anticipates that it will receive a CDBG entitlement grant in the amount of approximately $800,000 for FY 2024. These funding levels are contingent on the final approval of the Federal Budget.
- The City of Hagerstown may allocate up to fifteen percent (15%) of the total of both its CDBG award and the previous year’s program income for public service grants. During FY 2023 the City allocated approximately $131,500 in CDBG funds to non-profits for public service grants.
Eligibility Criteria
Eligible non-profits must meet the follow specific criteria to be considered for funding:
- Be a registered 501(c)3;
- Be located in the City of Hagerstown or offer a service that primarily benefits residents of the City of Hagerstown;
- Must meet a CDBG program national objective; and,
- Must provide an activity that is either new or an expanded level of public service.
