The HUD-administered CDBG Program was established by Congress in 1974. The primary objective is the development of viable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally, for persons of low- and moderate-income. CDBG funds must be used for a variety of activities that meet one of the following national objectives for the program:
- Benefit low- and moderate-income persons.
- Prevent, or eliminate, slums or blight.
- Address community development needs, having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community, for which other funding is not available.
A portion of the funds (a maximum of 15 percent of the total grant) may be used for public service activities, and (a maximum of 20 percent of the total grant) may be used for program administration.
The City of Camarillo is an entitlement city and receives CDBG funding allocations directly from HUD. The CDBG allocations are based on a formula comprised of several measures of community need, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag relative to other areas.
To receive any CDBG funds, the City must have an adopted five-year Consolidated Plan that identifies the housing and community development needs and sets forth the goals and priorities for addressing those needs over a five-year planning period.
