Details:

The funds, granted through the U.S. Department of Housing and Urban Development (HUD), target programs and/or projects that primarily benefit people with low and moderate incomes by providing decent housing, a suitable living environment and expanding economic opportunities.

For Community Development Block Grant (CDBG) Program

CDBG is a flexible funding source that helps address local housing and community development needs. Activities must first meet one of the following national objectives:

  • Address the needs of low-income persons
  • Eliminate a slum or blighted condition
  • Resolve an urgent need

For Home Investment Partnership (HOME) Program

The intent of the HOME Program is:

  • To provide decent affordable housing to low-income households,
  • To expand the capacity of nonprofit housing developers,
  • To strengthen the ability of state and local governments to provide housing, and
  • To leverage private-sector participation.

All programs and projects must meet HUD’s National objectives and criteria to be eligible for consideration. Further, the Tracy City Council approved the following local funding priorities for the CDBG and HOME program in ranking order for each funding program category:

CDBG Public Services Category

  • Food Distribution Services
  • Homelessness Prevention, Intervention and Transitional Housing Services
  • Senior and Special Needs Services
  • Domestic Violence Services
  • Youth Education and Enrichment Services

CDBG Public Facilities/Improvements Category

  • Public Parks and Facilities
  • Removal of Architectural Barriers (ADA)

HOME Program

  • Address issues of public safety, health, and welfare
  • Rehabilitate residential properties occupied by low-income persons
  • Partner to construct income-restricted family and senior housing facilities

Funding Information

The City of Tracy’s estimated CDBG allocation for FY 2023-2024 is approximately $495,584.  Funding for public service activities is capped at 15% of the City’s annual allocation.  Funding for the HOME program is estimated to be $180,173.

CDBG applications are subject to the following minimum / maximum funding awards:

  • Public Service: $5,000 Minimum / No Maximum
  • Public Improvement and Facilities: $150,000 Minimum / No Maximum

A wide range of activities are eligible for funding. Eligible CDBG activities include:

  • Acquisition of Real Property
  • Acquisition, Construction, Rehabilitation, or Installation of Public Facilities, Including Infrastructure
  • Public Services (limited to 15% of total CDBG grant)
  • Removal of Architectural Barriers
  • Housing Rehabilitation
  • Historic Preservation
  • Commercial or Industrial Rehabilitation
  • Special Economic Delivery

Eligible HOME activities include:

  • Homeowner Housing Rehabilitation
  • Homebuyer Activities
  • Acquisition, Rehabilitation, or Construction of Rental Housing
  • Tenant-based Rental Assistance
  • Other Activities Conducted in Conjunction With the Above Activities,
  • Including Acquisition of Vacant Land, Site Improvements, and Refinancing
