Dated: January 3, 2023

The City of Missoula is now accepting applications for the 2023 Community Development funding cycle.

Donor Name: City of Missoula

State: Montana

City: Missoula

Type of Grant: Grant

Deadline: 01/23/2023

Size of the Grant:

  • AHTF $230,000
  • CDBG $500,000
  • HOME $380,000
  • HOME ARP $1,300,000

Details:

The city anticipates approximately $2.4 million available from the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), HOME American Rescue Plan (HOMEARP) and Affordable Housing Trust Fund (AHTF) programs for eligible housing and community development projects.

The city’s Community Development funds support projects and programs that benefit low-to-moderate income people and create lasting community improvements.

Background Information

  • Community Development Block Grant (CDBG)
    • Based on past funding, the City expects to award approximately $500,0001 in CDBG funds through this application process. Available CDBG funds are for the 2023 Program Year beginning July 1, 2023.
    • The purpose of the CDBG Program is to benefit low- to moderate-income people by funding projects that revitalize neighborhoods, increase affordable housing, expand economic opportunities, and/or improve community facilities and services. Most people served with CDBG funds must earn 80% of the area median income (AMI) or less.
  • For HOME Investment Partnerships Program and HOME
    • Based on past funding, the City expects to award approximately $380,0001 in HOME funds through this application process. Available HOME funds are for the 2023 Program Year beginning July 1, 2023.
    • The HOME program supports a wide range of activities that build, buy and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low-income people. Housing assisted with HOME funds must serve people earning up to 60% AMI (rental units) or 80% AMI (homeowner units).
    • In addition, the City of Missoula was awarded approximately $1.3 million of HOME American Rescue Plan (HOME-ARP) funds. These funds are available for the 2023 Program Year beginning July 1, 2023.
    • Missoula was one of many communities allocated HOME-ARP funding through the Department of Housing and Urban Development in an effort to reduce homelessness and increase housing stability across the country.
  • For Affordable Housing Trust Fund
    • The City will award approximately $230,0002 in Affordable Housing Funds through this application process for consumer housing services programs, construction and preservation of rental and homeowner housing.
    • The purpose of the Affordable Housing Trust Fund is to provide a dedicated, flexible local funding source to support housing activities in Missoula and to provide the consistency and predictability that enable long-range planning, multi-year projects, and measured risk-taking in order to address the city’s severe housing needs.
  • For HOME-American Rescue Plan
    • The City will award approximately $1.3 million in HOME American Rescue Plan funds through this application process for supportive services programs, construction and preservation of rental housing, and acquisition or conversion of non-congregate shelter.
    • The purpose of the Affordable Housing Trust Fund is to provide homelessness assistance and supportive services.

Funding Information

  • AHTF $230,000
  • CDBG $500,000
  • HOME $380,000
  • HOME ARP $1,300,000

Eligibility Criteria

  • Any eligible for-profit or non-profit organization, business, or governmental agency may apply for Community Development funds. Applicants must be in compliance with all federal, state, and local laws and regulations.
  • Funds come with significant compliance and performance reporting requirements. Specific demographic data records and documentation requirements can extend for years beyond completion of a Community Development-funded activity depending upon scope and outcome of the project.
