2023 Request for Proposals: Affordable Housing and Homeless Services in Washington

The City of Spokane Valley (the “City”) is seeking to enter into a Grant Agreement with an entity or entities to provide:

  • Affordable housing and long-term solutions to support low- or moderate income households.
  • Homeless services including emergency housing assistance, temporary residences, permanent supportive housing, and related social services for community members facing housing and food insecurity, unemployment, and homelessness.

Details:

The City will consider all proposals for affordable housing and homeless services concurrently and anticipates awarding one or more entities from either or both of those two categories based on the quality of submissions to this Request for Proposals (RFP).

Scope of Services

There are two categories being considered under this RFP:

(1) Affordable Housing

The U.S. Department of Treasury recognizes development of affordable housing and services/programs that support long-term housing security as an allowable use of ARPA Funds in responding to the impacts of the COVD-19 pandemic on households and communities. The City desires proposals that focus on the following priorities, but reserves the right to award funds to proposals that are outside the scope of these priorities. Submittals should focus their projects on the following priorities:

  • Projects to serve households below 80% AMI.
  • Land acquisition and development of new affordable housing units.
  • Acquisition and conversion of existing facilities to affordable housing.
  • Management and operation of affordable housing units and services therein.
  • Down payment or rental assistance programs.
  • Any other proposal that seeks to improve the availability of affordable housing in the City, including but not limited to programs or services to support long-term housing security.
  • Location of the project must be within the City of Spokane Valley and be permitted within the respective zone.
  • Compliance with reporting requirements, and any other applicable local, state and federal rules and regulations may be required. Anticipated terms and conditions are attached to the example Grant Agreement.
  • All projects must be able to obligate funding by December 31, 2024 and expend the award by December 31, 2026.

(2) Homeless Services

The U.S. Department of Treasury recognizes development of temporary and permanent supportive housing and related services/programs that support communities experiencing housing and food insecurity, and low-income households as an allowable use of ARPA Funds in responding to the impacts of the COVD-19 pandemic. The City desires proposals that focus on the following priorities, but reserves the right to award funds to proposals that are outside the scope of these priorities:

  • Projects to serve households below 40% AMI.
  • Land acquisition and development of permanent supportive housing, temporary residences, or shelters for people experiencing homelessness.
  • Acquisition and conversion of existing facilities to permanent supportive housing, temporary residences, or shelters.
  • Operation and management of programs or services, including but not limited to operation and management of transitional housing or shelters that provide assistance to people experiencing homelessness, or facing housing and food insecurity.
  • Any other proposal that seeks to address housing, homeless services, and food insecurity in the City of Spokane Valley.
  • Location of the project must be within the City of Spokane Valley and be permitted within the respective zone.
  • Compliance with reporting requirements, and any other applicable local, state and federal rules and regulations may be required. Anticipated terms and conditions are attached to the example Grant Agreement.
  • All projects must be able to obligate funding by December 31, 2024 and expend the award by December 31, 2026.

Funding Information

The City has allocated a total of up to approximately $6 million of American Rescue Plan Act (ARPA) grant funds for affordable housing and homeless services.

Evaluation and Selection

  • The City reserves the right to grant an award to the responding entity (ies) which best meet the needs and interests of the City, or to reject all responses as set forth below. The City will consider all proposals for affordable housing and homeless services concurrently and anticipates awarding one or more entities from either or both of those two categories based on the quality of submissions to this Request for Proposals (RFP). The combined amount of all awards will not exceed $6 million and may be less than $6 million. The City makes no guarantee that funds will be awarded to any particular category and makes no guarantee that proposals from both categories will be funded.
  • All applications are subject to administrative review to ensure they are complete.
  • Following administrative review, all complete applications will be provided to City Council for review and applicants may be given an opportunity to make a presentation to City Council. City Council will then make a determination of awards at a public meeting. The City anticipates that City Council consideration and award will occur in March, 2023.
  • The City anticipates that any awards will be in full and that it will not award partial awards.
