Request for Proposals: Affordable and Workforce Housing Project – Indiana

The City is accepting proposals from organizations for funding associated with new affordable housing construction, major/minor rehabilitation assisting lower income households, and affordable housing assistance programs that support new affordable housing construction and/or major/minor rehabilitation assisting lower income households.

Details:

The preservation and creation of affordable housing opportunities for lower income households continues to be one of the top priorities of the City of Anderson. The City, in conjunction with affordable housing committee, have identified that immediate action (ARPA Affordable Housing Allocation) is needed to increase and preserve affordable housing stock in Anderson City Limits.

Selected proposals will be funded through the American Rescue Plan Act. This allocation facilitates the implementation of affordable housing projects that may otherwise be infeasible under the City of Anderson 2020 ~ 2024 Consolidated Plan, and Analysis of Impediments to Fair Housing Choice Report Goals (AI). Additionally, these funds are intended to assist both the private and non-profit sectors in project implementation. All awarded funding must be expended by December 31, 2026.

Project Goals

  • New housing creation and the preservation of existing affordable stock will be prioritized over housing programs. As such, proposals requesting affordable housing assistance program funding must be paired with a development project.
  • Prioritize projects that are “shovel ready” and feasible
  • Land acquisition should only be paired with construction projects that are “shovel ready” with matching resources.
  • Projects should generally align with existing recommendations from the 2020 ~ 2024 Consolidated Plan and Analysis of Impediments to Fair Housing Choice Report Goals (AI)
  • Emphasis will be placed on supporting projects within the Identified Targeted Areas 4, 5.3, 8.1, and 119.1
  • Projects will be capped to serve individuals at 80% AMI in Identified Census Tracts or 65% AMI elsewhere
  • Prioritize projects that leverage external resources of at least 25% Matching Funds/In-Kind Services

Types of Projects

All proposals must include new affordable housing construction and/or major/minor rehabilitation assisting lower income households in order to be accepted as complete. A proposal requesting funding only for affordable housing assistance programs is not complete and will not be funded. See bulletin one for clarification.

Proposal will be accepted to assist in the funding of the following qualified uses:

  • New construction affordable housing
  • Major or minor rehabilitation projects on dwellings assisting lower income households.
  • Home repair and weatherization projects on dwellings assisting lower income households.
  • Affordable housing assistance programs (down payment assistance, rent/utility assistance, and housing counseling) in support of development projects .

Applicant Eligibility

Applicants seeking ARPA funds can be a for-profit developer or a public or private non-profit entity, incorporated by or licensed in the State of Indiana.
