The State of Connecticut, Department of Public Health (DPH or the Department), is seeking proposals for a fiduciary to provide distribution of funding for School Based Health Centers Mental Health funding and contract management.

Details:

The Connecticut Department of Public Health (DPH) is the state’s leader in public health policy and advocacy. The agency is the center of a comprehensive network of public health series, and, is a partner to local health departments for which it provides advocacy, training and certification, and technical assistance, consultation and oversight. The agency is a source of accurate, up-to-date health information to the Governor, the Legislature, the federal government and local communities. This information is used to monitor the health status of Connecticut’s residents, set health priorities and evaluate the effectiveness of health initiatives. The agency is a regulator focused on health outcomes, maintaining a balance among assuring quality and administrative burden on personnel, facilities and programs regulated. The DPH is a leader on the national scene through direct input to federal agencies and the United States Congress.

The fiduciary will put in place a Request for Proposal to select, award, and provide technical assistance and contract management to expand or establish SBHC Mental Health services at schools identified in the PA 21-35 Section 16 Report on the Expansion of School Based Health Centers. SBHC sites will provide coordinated, culturally sensitive, developmentally appropriate, School Based Health Center (SBHC) services that may include mental health, outreach, and health promotion/education.

The mission of the Connecticut Department of Public Health is to protect and improve the health and safety of the people of Connecticut by:

  • Assuring the conditions in which people can be healthy;
  • Preventing disease, injury, and disability, and
  • Promoting the equal enjoyment of the highest attainable standard of health, which is a human right and a priority of the state.

Funding Information

  • A total of up to $10,000,000 in state funding is available to support this project.
  • Funding will be for a 1 year and 4-month period beginning approximately September 1, 2023, through December 31, 2024,

Eligibility Criteria

  • Applications will be accepted from public and private organizations, community based agencies, and individuals. The selected fiduciary cannot award this funding to their organization or affiliates for SBHC Mental Health services.

Minimum Qualifications

Minimum Qualifications of Proposers to qualify for a contract award, a proposer must have the following minimum qualifications:

  • Ability to establish a Request for Proposal to select and distribute funding and provide technical assistance and contract management to multiple SBHC sites providing mental health services as identified in the PA 21-35 Section 16 School Based Health Center Expansion Report.
