The Recycling Resources Economic Opportunity (RREO) Grant Program exists to fund projects that lead to new opportunities to divert waste from Colorado landfills and create jobs.

Details:

The purpose of this RFA is to fund projects that lead to opportunities to divert waste from landfills. The intent of this solicitation is to offer “mini-grants” through a simplified application process for small-scale projects that meet the goals of the RREO program. Grant funds are available for equipment and supplies purchases.

Funding Information

Approximately $360,000 is available to fund multiple projects. The maximum amount of funds an applicant can request is $30,000 and the minimum amount that can be requested is $10,000. It is anticipated that awardees will have approval to make purchases after July 3, 2023. Purchases made prior to the date an executed purchase order is sent to you, will not be reimbursed. Grantees must spend their full grant award and receive grant funded items by November 30, 2023. Changes to approved projects will not be allowed.

Project Requirements

  • To be eligible for a grant award, projects must be based in the State of Colorado and divert waste from Colorado landfills through waste diversion practices such as source reduction, reuse, recycling, composting, or anaerobic digestion.
  • Project proposals that collect, sort, and use organic waste as raw materials for anaerobic digesters to produce biogas, are eligible to apply. Other waste–to-energy projects are not eligible to apply for this grant opportunity. These include, but are not limited to, technologies such as mass burn, gasification, pyrolysis, plasma arc, and other thermal technologies. With the exception of anaerobic digesters, no portion of the waste-to-energy process is eligible for funding.

Eligibility Criteria

Entities that are eligible to apply include:

  • Public and government agencies, including but not limited to tribes, special districts, and intergovernmental partnerships
  • Public or private schools, colleges, and universities
  • For-profit businesses
  • Nonprofit organizations

For-profit businesses and nonprofit organizations must be registered to do business in Colorado with the Secretary of State’s Office.

Applicants who have applied and received grant funding from the RREO program in the past are eligible to apply again
