City of Beloit seeking Applications for Homelessness Prevention and Response Services (Wisconsin)

The intent of this Notice of Funding Opportunity (NOFO) is to provide resources to support needed community services in the prevention of homelessness, and/or provide services to unhoused individuals.

Details:

The need for supportive services to prevent loss of housing, and to provide basic needs to maintain or secure housing has been consistently identified. Agencies applying for funds under this NOFO should clearly explain how their proposed program or activity would assist individuals to maintain their housing and/or serve the needs of unhoused individuals. Collaboration between agencies and service providers is highly encouraged for applicants in the planning and execution of project activities.

ARPA funding under this NOFO is available as a one-time grant opportunity, and no additional ARPA funds will be available after the expenditure period. Programs or activities proposed under this NOFO should plan for sustainability of the program in terms of continuity of services, as well as helping program participants through case management to plan. The applicant should establish systems which will help beneficiaries to obtain and/or maintain stable housing and self-sufficiency after ARPA funds have been expended.

Program Priorities

Program priorities under this NOFO include the following:

  • Responding to the needs of unhoused individuals and assisting them to obtain and maintain stable housing.
  • Prevention of homelessness by assisting residents to remain in their homes.
  • Encouraging collaboration between service providers to most effectively utilize ARPA funding to serve the community.
  • Sustainability and continuity of services after ARPA funding is expended.

Funding Information

  • Minimum Request Amount $25,000 per year ($75,000 total)
  • Maximum Request Amount: $50,000 per year ($150,000 total)
  • Grant Period of Performance: June 1, 2023 – June 30, 2026

Eligible Expenses

Eligible expenses under this NOFO must be directly related to the provision of services and goods for one of the following purposes:

Homelessness Response and Case Management

  • Emergency shelter
  • Hotel/motel vouchers
  • Transitional housing
  • Case management
  • Other services related to homelessness response

Homelessness Prevention

  • Rent and utility assistance
  • Assistance with food, transportation, medical services, and other necessary expenses which may threaten housing stability
  • Case management
  • Other services related to homelessness prevention

Eligible expenses shall include direct costs associated with providing services to individuals for the purpose of homelessness prevention or responding to the needs of homeless individuals. Staff wages and benefits are only eligible for time spent providing direct case management to program participants.

Eligible Projects

Projects eligible for funding under this Notice of Funding Opportunity (NOFO) include public service activities which aid in the prevention of homelessness and/or provide housing and services to homeless individuals. Projects do not need to directly provide housing or shelter, but can alsom assist low- to moderate-income residents within the city limits of Beloit to meet basic needs which otherwise threaten their ability to maintain stable housing.
