The San Francisco Human Services Agency’s Department of Disability and Aging Services (HSA-DAS) announces its intent to seek proposals from nonprofit organizations interested in providing:
- Peer Ambassador Program to train and hire older adults and/or adults with disabilities living in the City and County of San Francisco to promote awareness of DAS funded programs and services. Ambassadors will disseminate information about DAS funded programs and services and focus their efforts in the outer districts of the City including Districts 1, 2, 4, 11.
- Senior Escort Services Program to provide escort services to Asian-American/Pacific Islander and other groups of older adults and adults with disabilities who request someone to accompany them in the community due to safety concerns.
Respondents can apply for one or both programs. For grantees applying for both, separate proposals are required.
Target Population
This program is designed to serve all ethnicities and populations, with focused expertise to promote the unique cultural needs which have been identified as demonstrating the greatest economic and social need:
- Persons with low income
- Persons who are socially isolated
- Persons with limited English-speaking proficiency
- Persons from communities of color
- Persons who identify as LGBTQ+
- Persons at risk of institutionalization
Funding Information
- The total estimated annual funding for this RFP is approximately $828,219 per year (including $169,219 for Peer Ambassador Program and $659,000 for Senior Escort Services Program), which may increase or decrease depending on funding availability.
- Project Period: A grant awarded pursuant to this Solicitation shall have a tentative term of four (4) years from 7/1/2023 to 6/30/2027.

Peer Ambassador Eligibility Requirements:
- An older adult aged 60 years or older or
- An adult with a disability, aged 18-59 and
- A resident of the City and County of San Francisco
Senior Escort Services Program
To be eligible for services, clients must be:
- An older adult aged 60 years or older or
- An adult with a disability, aged 18-59 and
- A resident of the City and County of San Francisco and
- In need of escort services in the community due to safety concerns.
