Details:

The Minnesota Department of Education’s Strategic Plan prioritizes that each student learns in a safe and healthy school environment. Through the Stronger Connections Grant Program, funding is available to Local Education Agencies (LEA) experiencing high needs. The purpose of the funding is to improve student health and safety through measurable outcomes.

Funding Information

This grant opportunity estimates that approximately $10,000,000 is available to fund 19-49 grants. The minimum grant award will be no less than $200,000.00 and the maximum grant award may not exceed $500,000.00.

Project Period 

The term of the initial grant period is anticipated to be from August 15, 2023 through September 30, 2026.

Eligibility Criteria

The BSCA (Bipartisan Safe Communities Act) Stronger Connections Program is intended for high-needs LEA’s. To be eligible, LEA’s must demonstrate high rates of poverty and one or more of the following:

  • A high student to mental health professional ratio
  • High rates of chronic absenteeism
  • Exclusionary discipline
  • Referrals to the juvenile justice system
  • Bullying/harassment
  • Community and school violence
  • Substance abuse
  • Where students have recently experienced a natural disaster or traumatic event.

Other areas identified for inclusion in high-needs determination include demographic information:

  • Race and Ethnicity
  • English Learners
  • Youth in Care (foster care)
  • Referrals to alternative education placements
  • Students experiencing housing instability and homelessness
  • Demographic information:
    • The percent of students who are Black, Indigenous, or other students of color
    • The percent of students who are English Learners
    • The percent of students who are considered Youth in Care (foster care)
    • The percent of students who are were referred to alternative education placements
    • The percent of students who are considered students experiencing housing instability and homelessness (HHM)
