The purpose of the STOP Program is to promote a coordinated, multi-disciplinary approach to improving the criminal justice system’s response to violence against women. It envisions a partnership among law enforcement, prosecution, courts and victim advocacy organizations to enhance victim safety and hold offenders accountable for their crimes of violence against women. Law enforcement and communities must work together to insure the safety of sexual assault victims. The Sexual Assault Investigator will develop and strengthen adult victim’s access to services by implementing strategies to prevent, investigate, respond to and prosecute these crimes.

NOTE: Investigators must possess current POST certifications approved by the State of Tennessee.
Preference will be given to applicants who:
- Focus on evidence based practices related to sexual assault investigations.
- Can demonstrate a strong partnership with sexual assault agencies within their local community.
The emphasis of the STOP Program continues to be on the implementation of comprehensive strategies addressing violence against women that are sensitive to the immediate and long-term needs and safety of victims and hold offenders accountable for their crimes.
Funding Information
- Funding per year shall not exceed $75,000 per year with $25,000 in match funding.
The maximum amount of funding available per year can be arrayed as follows:
- Year 1: $75,000 (Federal) and $25,000 (Match)
- Year 2: $75,000 (Federal) and $25,000 (Match)
- Year 3: $75,000 (Federal) and $25,000 (Match)
For a maximum liability of $225,000 with a $75,000 match.
Project Period
Contracts funded under this solicitation shall be no more than 3 years in length beginning September 1, 2023 and ending June 30, 2026.
Eligibility Criteria
Agencies not able to demonstrate they meet these criteria must not apply. Eligible subrecipients are any unit of local government with a population of 140,000 or more whose law enforcement entity has primary authority to investigate sexual assault crimes within their jurisdiction.
Restrictions
- The crimes of Human Trafficking cannot be investigated by positions funded under this grant, unless there is a direct connection to a sexual assault. Labor trafficking is unallowable.
- Crimes against individuals under the age of 11 years old cannot be investigated by positions under this grant.
