The goal of this Request for Applications (RFA) is to increase renewable energy storage capacity in the District of Columbia through the adoption of battery energy storage systems (BESS). Applicants will identify appropriate sites and install and operate at least a 20 kWh BESS that enhances renewable energy systems. The projects will integrate energy storage into commercial buildings, including multifamily residential buildings with five or more units, with renewable energy generation systems. Grant funds will provide partial funding for multiple projects. The Energy Administration – Policy and Compliance Division (PCD) of DOEE will administer this RFA.
The purpose of the grants is to increase energy resilience in the District by maximizing the energy production from and reliability of newly built and existing solar installations.

Allowable Costs
The Applicant must show that all costs in the budget are allowable. Typical allowable costs are:
- Rental of office space, some vehicles, and some equipment;
- Employee salaries and benefits;
- Contractor labor, including professional services;
- Accounting and bookkeeping services;
- Communications, including telephone and data services;
- Printing, reproduction, including signage;
- Materials and supplies;
- Computers and printers;
- Small tools;
- Some field equipment, typically below $5,000 in value;
- Postage and shipping;
- Necessary travel, meals and lodging; and
- Insurance.

- Faith-based organizations;
- Government agencies;
- Universities/educational institutions; and
