The Fresh Food & Food Banks grant program is part of the city’s efforts to distribute local funds received from the American Rescue Plan Act (ARPA) to low- and moderate-income residents. The program is aimed at mitigating rising food price increases caused by inflation since the COVID pandemic.
The program is meant to enhance fresh food offerings to supplement program staples. Fresh vegetables, fruits, fish, in season in the Merrimack Valley are encouraged to be purchased by providers. The use of local products can enhance an organization’s ability to connect to local producers, forming lasting relationships and it preferred but not required. These affiliations may influence what producers will have available from season to season. End of harvest gleaning activities create opportunities for preserving foods over the winter and clearing the previous seasons’ remains for new planning the following spring. These are additional avenues to support food distribution programs.

Eligibility Requirements
Below are general eligibility requirements that all subrecipients must meet:
- Eligible applicants include food banks, soup kitchens, faith-based organizations who serve free meals, organizations that distribute free meals and food supplies to the public, including school-aged children.
- Organization must be physically located in Haverhill.
- Organization must provide proof of a current license, certification, or registration confirming it is authorized to provide service in the city and/or county.
- Organization must not discriminate based on age, sex, religion, national origin, disability, economic status, or sexual orientation.
- Organization must disclose any potential conflicts of interest for the city to evaluate.
- No owners, including all managing members and/or officers of the organization have been convicted of financial crimes within the past three (3) years.
- The applicant has not received alternate Federal, State or Local grant funding to cover the same costs, programs, and/or impacts identified in its grant application to the city.
