The mission of the Duluth Legacy Endowment Fund is to encourage lasting contributions from individuals and organizations to fulfill specific public interests for the community of Duluth in the areas of arts and culture, beautification, economic development, education, the environment, human services, parks and recreation.
Grant awards are not intended to provide permanent support for any purpose. Therefore, organizations must have the financial potential to sustain a program after funding by the Duluth Legacy Endowment Fund has ended. The Duluth Legacy Endowment Fund will consider capital projects for funding. The Duluth Legacy Endowment Fund Advisory Committee will evaluate projects for funding based on the following criteria:
- Relevance of the project to the Fund’s mission and program development goals
- Evidence of need and public purpose (i.e., how the community would benefit from the project)
- Clarity of project budget and project evaluation plan
- Projects having secured sponsorship of the applicable city department

Grants generally range from $300 to $5,000.
Eligibility Criteria
- Only departments of the City of Duluth are eligible to receive grants directly. However, the City anticipates frequently partnering with a 501c3 organization in applying for and utilizing the grant funds. Thus, 501c3 organizations are encouraged to collaborate with the City in applying for grants. If successful, these grants would be paid to the City of Duluth, which would in turn pass on the funds to the 501c3 organization.
- In order to receive funds, 501c3 organizations must be primarily located in or provide services to residents within the City of Duluth.
