Details:

The Emergency Solutions Grant (ESG) program is funded by the U.S. Department of Housing and Urban Development. These funds are utilized to assist in homeless prevention activities (preventing eviction, for example), emergency shelter, and rapid re-housing for homeless households into stable housing in the community. The York County Planning Commission administers these grant funds to community organizations.

Funding Information

The County of York is an entitlement community whose annual allocation is calculated on a formula basis. The amount of the annual ESG grant varies, but it is anticipated that the allocation from HUD for 2024 will be approximately $190,000.00. The County is limited to spending no more than 60% of the annual allocation for street outreach and emergency shelter activities combined.

Grant Period

  • 2024 Program Year 1 – July 1, 2024 to June 30, 2025
  • 2025 Program Year 2 – July 1, 2025 to June 30, 2026
  • 2026 Program Year 3 – July 1, 2026 to June 30, 2027

Eligibility Criteria 

  • For households seeking assistance, you must be homeless by the federal definition (on the streets, in an emergency shelter, or in a place not meant for human habitation), or at-risk of losing your housing and meet federal median income guidelines, to qualify for resources. Please note that this office does not provide direct assistance. This office funds community organizations to provide help.
  • In order for a project or activity to be funded under this Program, it must:
    • Be an eligible activity under ESG program requirements, and have 25% matching funds. Eligible activities are listed in the program description.
    • If funds are for emergency shelter, the shelter must have been in operation for at least one year.
    • The applicant must assist in obtaining appropriate support services and other available assistance for the homeless.
    • Applications for funding are completed on the Three Year Project Plan (PDF) (along with Community Development Block Grant (CDBG) funds).
    • The activity must be consistent with the County’s Consolidated Annual Performance and Evaluation Report (Three Year Project Plan (PDF)).
    • Activities will also be reviewed to determine whether they meet a priority need defining in the York County 10 Year Plan to End Homelessness (PDF).
