The CDBG Program is an entitlement grant provided by the United States Department of Housing and Urban Development. The primary purpose of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment, and the expansion of economic opportunities, principally for persons of low and moderate income.
CDBG funds are used to achieve the following national objectives:
- To benefit low and moderate income persons.
- To prevent or eliminate slums or blight.
- To meet community development needs which have a particular urgency.

Eligibility Criteria
- All public or private non-profit agencies, organizations, or authorities are eligible to apply for CDBG funds.
- The request for funding process is competitive. Submitting an application does not guarantee a funding recommendation. Generally, not all agencies applying for funding are granted an award and in some cases, not all approved projects receive the full amount requested.
- All CDBG-funded projects must be accessible to persons with disabilities.
- Information, participation, communications, and services regarding the proposed project(s) must be accessible to persons with disabilities in compliance with the Americans with Disabilities Act (ADA).
