Details:

Howard County Government is committed to investing in the provision of critical human services by nonprofit organizations in Howard County through the CSP Grant Program. The purpose of the CSP Grant Program is to partner with nonprofits to equitably meet basic needs and foster safety, security, and well-being for Howard County residents. 
CSP is targeting its grant dollars to address the following funding areas of focus: Basic Human Needs (Level I) and/or Safety and Security (Level II). Guided by the vision of communities that are connected, resilient, and thriving; we seek to achieve the following results: 

  • all people in Howard County have equitable access to services for basic needs and
  • individuals and families are safe, secure and economically stable.

Funding Areas of Focus 

Level I: Basic Human Needs A thriving community starts with everyone having the ability to equitably access basic needs for themselves and their families. OCP provides targeted CSP grants through its Basic Human Needs funding area of focus to nonprofits serving individuals and families who lack access to adequate resources or are facing financial hardships in the following areas:

  • Hunger Relief and Nutrition 
  • Homeless System Services 
  • Health Services including Mental and Behavioral Health 
  • Reliable and Affordable Access to Resources for Basic Human Needs 

Level II: Safety and Security 

Achieving the vision of connected, resilient and thriving communities means reaching beyond basic human needs to address safety and security needs of Howard County residents. To continue building the foundation for all residents to equitably access opportunities, grow and thrive, OCP will invest in the resources individuals need to create a better future for themselves and their families, ultimately leading to a stronger community. Through its Safety and Security funding area of focus, OCP will provide CSP grants to nonprofits serving individuals and families in the following areas: 

  • Personal Security and Safety 
  • Safe and Stable Housing 
  • Legal Assistance 
  • Job Skills and Employment 
  • Healthy Aging 
  • Family and Community Resiliency 
  • Reliable and Affordable Access to Resources Related to Safety and Security

Grant Types

DCRS is now accepting applications from eligible organizations for the grant types described below:

  • Core Support Grant
    • The Core Support Grant supports administrative and operating expenses including day-to-day operations and long-term organizational sustainability. These grants are intended to help organizations provide critical human services that address the Basic Human Needs and/or advance Safety and Security of individuals and families across Howard County.
    • Core Support Grant Eligibility
      • Be in operation for three (3) years or more. Core Support
    • Grant Requirements:
      • Minimum Core Support Grant request of $10,000
      • Total Core Support Grant request must be less than 20% of the applicant organization’s total annual expenses for its most recently closed fiscal year
      • Only one (1) Core Support Grant application may be submitted per organization
      • For applicants applying for funding under more than one CSP grant type, grant funding requests must be clearly differentiated and unduplicated.
  • Safety, Security, & Well-Being Program Grant
    • The Safety, Security, and Wellbeing (SSW) Program Grant supports the delivery of human service programs/services within an organization. These grants are intended to help organizations deliver critical human service programming/services that address the Basic Human Needs and/or advance Safety and Security of individuals and families across Howard County.
    • SSW Program Grant Eligibility
      • Organization must have been in operation for one year or more.
    • SSW Program Grant Requirements:
      • Minimum Program Grant request of $10,000
      • For applicants applying for funding under more than one CSP grant type, grant funding requests must be clearly differentiated and unduplicated.
      • Only one (1) SSW Program Grant application may be submitted per organization.
        • Please note, funding for multiple programs can be requested under 1 application.
  • Emerging Needs & Opportunity Grant
    • Emerging Needs & Opportunity (ENO) Grants are one-time grants that respond to needs and opportunities that impact the delivery of critical human services to individuals and families in Howard County. ENO Grants will be awarded for specific, time-sensitive projects. Projects may address community needs that arise out of emergencies or crises, as well as emerging opportunities that have the potential for measurable impact in the areas of Basic Human Needs and/or Safety and Security. The purpose of these one-time grants is to support nonprofit organizations in effectively responding to critical human services needs and can be used to support the following:
      • Emergency Needs — To provide financial resources to an organization to maintain or expand service delivery in the event of an emergency, crisis, or natural disaster.
      • Capacity-building — To improve an organization’s effectiveness for increased measurable impact by strengthening management and governance, planning, processes, and infrastructure needs.
    • ENO Grant Requirements:
      • Maximum ENO Grant request of $50,000
      • ENO grant funds may not be used to supplement the organization’s ongoing operations or programming and may not include an indirect cost rate.
      • Only 1 ENO Grant application (for 1 specified project) may be submitted per organization.
      • For applicants applying for funding under more than one CSP grant type, grant funding requests must be clearly differentiated and unduplicated.

Project Period

July 1, 2024 to June 30, 2025

Eligibility Criteria

  • Be a certified 501(c)3 nonprofit organization in good standing with the IRS
  • Be registered with the Maryland State Department of Assessments & Taxation (SDAT)
  • Provide critical human services to the residents of Howard County, Maryland
  • Alignment with at least one of the funding areas of focus (Basic Needs and/or Safety and Security)
