The Virginia Department of Criminal Justice Services (DCJS) is accepting applications for the 2025 Residential Substance Abuse Treatment (RSAT) Grant Program for Adult and Juvenile Correctional Facilities.

Details:

The goal of this funding initiative is to provide applicants with an opportunity to execute programs designed to provide evidence-based residential substance use disorder (SUD) treatment, which may include Medication Assisted Treatment (MAT), within juvenile detention centers, local and regional jails, or prisons. The funding may also be used for aftercare SUD treatment programs that serve individuals who are transitioning from a SUD treatment program in a detention center, jail, or prison. Applicants may apply for planning or implementation grants.

Types of Grants

  • Planning grants provide funds for a planning year to prepare for the implementation of an evidence-based SUD treatment program, which may include MAT, in a correctional facility or aftercare organization. Grantees may wish to hire consultants, benchmark with existing programs, or explore various treatment curricula to develop their programs.
  • Implementation grants provide funds for SUD treatment program implementation in correctional facilities or aftercare SUD programs.
    • Correctional programs must collaborate with aftercare programs that focus on reentry and SUD treatment needs of the justice-involved population with a goal of creating a continuity of care from incarceration to the community.
    • Aftercare programs serve individuals transitioning from a SUD treatment program in a correctional facility to the aftercare program. Aftercare services may include a full continuum of recovery services, human service and rehabilitation programs such as educational and job training, and peer group programs.

DCJS will require all RSAT subgrantees to focus on partnerships and innovative collaborations with community stakeholders to ensure that care is provided in a wraparound fashion.

Funding Information

Applicants may request up to $18,750 in federal RSAT funding for planning grants and up to $337,500 (approximately $112,500 annually) in federal RSAT funding for implementation grants.

Grant Period

  • For planning grants, the grant period is 10-months, September 1, 2025, through June 30, 2026.
  • For implementation grants, the grant period is 34-months, September 1, 2025, through June 30, 2028.

Eligibility Criteria 

  • To be eligible for funding under this grant program, organizations:
    • Must not be excluded or debarred from doing business with the federal government or the Commonwealth of Virginia.
    • Must be in good standing with all state and federal agencies with which they have an existing grant or contractual relationship.
    • Must hold current professional and state licenses and certifications as needed for individual grant-funded projects.
  • In addition, implementation grant applicants:
    • Must provide evidence-based SUD treatment services.
    • For jails, must engage individuals in need of SUD treatment and those with cooccurring SUD and mental health disorders for at least three months (pretrial populations are exempt from this time requirement).
    • For prisons and juvenile detention centers, must engage individuals in need of SUD treatment and those with co-occurring SUD and mental health disorders for at least six months.
    • For jails, must make every attempt to have a separate housing unit for RSAT participants (pretrial populations are exempt from this requirement).
    • For prisons and juvenile detention centers, must have a separate housing unit for program participants.
    • Must require periodic, random drug testing of participants while they are in the program and under community supervision.
    • Must provide and/or foster connections to aftercare services.
    • Must not be a jail with a pay-to-stay program that allows individuals the opportunity to pay a fee to upgrade their accommodations.
