Request for Proposals: OurTime Community Programs for Early Intervention – District of Columbia

The Government of the District of Columbia, Department of Behavioral Health, Adult and Transition Age Youth Administration is soliciting applications from qualified organizations to implement the OurTime Community Programs -Early Intervention (OurTime-CP-EI) program.

Details:

The purpose of this RFA is to secure a vendor who will, in conjunction with DBH, create a system of stepped care that will identify, treat, and/or lessen the impact of prodromal symptoms of psychosis in clinically high-risk young adults. The successful vendor will offer and provide early access to evidence-based treatments in a trauma informed manner to minimize the duration of untreated psychosis (DUP) and SUD; help clinical high risk for psychosis (CHR-P) young adults build resiliency and skills (including educational, occupational, and social functioning); and educate young adults, and their families, and the community at large on SMI, SUD, and psychosis. It is expected that this program will:

  • Improve symptomatic and behavioral functioning.
  • Enable youth and young adults to resume age-appropriate social, academic, and/or vocational activities.
  • Delay or prevent the onset of psychosis.
  • Minimize the duration of untreated psychosis (DUP) for those who develop psychotic symptoms.
  • Reduce the occurrence of psychotic disorders in youth and young adults.

Funding Information

  • Award Funding Available: This RFA will make available three hundred twenty-seven thousand, two hundred twenty dollars ($327,220.00)
  • Performance and Funding Period: The anticipated performance and funding period is April 03, 2023 to September 13, 2023.
  • Source of Grant Funding: Funding is made available from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, Center for Mental Health Services, CHRP-22 grant program.

Eligibility Criteria

The eligible entity must meet the following requirements:

  • A Mental Health Rehabilitation Service (MHRS) provider, with a minimum of two years documented experience working with young adults aged 16-25.
  • Have a medically trained and licensed behavioral health care provider with prescriptive authority in psychopharmacology who can prescribe and manage medications independently, pursuant to District law available for children and adults consultations.
  • Have knowledge of diagnoses that could lead to psychosis including but not limited to: schizophrenia, schizophreniform disorder, brief psychotic disorder, bipolar disorder, delusional disorder, drug-induced psychosis., major depressive disorder with psychotic features, schizoaffective disorder and should be able to document treatment structures within their agency that can address these diagnoses.
  • Have the ability to provide clinical assessments, psych education for individuals and family members, cognitive and behavioral interventions, academic and vocational support, psychopharmacology, and medical management to include the side effects of medications (e.g., monitoring for metabolic syndrome with antipsychotic use).
  • Be able to hire young adult peers who will support the clinical team by helping to engage young adults in services and educate the community. MHRS providers who were previously trained and delivering Cognitive Behavioral (CBT), Transition Independence Program (TIP), and Individual Placement and Support (IPS) are encouraged to apply.
  • Maintain the key personnel of a Program Coordinator and Clinical Coordinator thru the duration of the program.

Performance Requirements

  • Those applying should meet the following criteria:
    • Have provided services for TAY aged 16-25 years old for two or more years
    • Experience working with young adults aged 16-25 who have been diagnosed with a SMI
    • Provide medication/somatic treatments.
    • Provide community support, community based interventions, counseling, case management.
    • Deliver community-based education and outreach.
  • Target Population
    • The OurTime CP-EI will focus on the District’s young adult or TAY (age 16-25 years old) population.
  • Location of Services
    • Services can be rendered within Washington, DC to a TAY resident or ward residing within a 50 mile radius of Washington, DC.
  • Scope of Services
    • Services to be provided under the OurTime Community Programs- Early Interventions (OurTime_CP-EI) project/effort include the following:
      • Standardized approaches to CHR-P screening, diagnosis, and psychosis risk assessment;
      • Psych education for individuals and family members;
      • Case Management: to include individual and team case management and recruitment of individuals who are at risk for psychosis
      • Substance use risk reduction
      • Cognitive therapy and/or behavioral skills training
      • Academic, vocational, peer, and family support
      • Evidence-based pharmacotherapy, as warranted, for young adults who have co-occurring conditions
      • CBT for Psychosis (or another EBP)
      • Community Education: Workshops and presentations on understanding SMI
      • Peer Support: peers with lived experience to provide support and education to young people onsite and in the community.
