These programs are funded through the U.S. Department of Housing and Urban Development (HUD) and are administered locally by the City of Palmdale (City). This Notice of Funding Availability (NOFA) covers a one-year period for CDBG and HOME activities that will begin July 1, 2023, and end June 30, 2024.
The Federal Housing and Community Development Act of 1974, as amended provides Federal Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds for projects that promote the development of viable urban communities by providing decent housing, suitable living environments, and expanded economic opportunities, particularly for persons of low and moderate income.
Funding Information
The City will have available an estimated $1,400,000 in CDBG and $600,000 in HOME funds for 2023-2024.
Eligible Activities
- To be eligible for CDBG funding consideration, projects must meet one of the following three national program objectives:
- Benefiting low- and moderate-income persons;
- Aiding in the prevention or elimination of slums and blight; or
- Urgent need (i.e., emergency assistance for disaster relief)
- Project submitted under the low- and moderate-income objective can be qualified by one of two methods.
- To be eligible for HOME funding consideration, projects must meet the following program objectives:
- Provide home purchase or rehabilitation financing assistance to eligible homeowners and new homebuyers;
- Build or rehabilitate housing for rent or ownership; or for “other reasonable and necessary expenses related to the development of non-luxury housing,” including site acquisition or improvement, demolition of dilapidated housing to make way for HOME-assisted development, and payment of relocation expenses;
- Provide Tenant-based Rental Assistance (TBRA) contracts of up to 2 years to eligible households at or below 30 percent area median income (AMI).
Eligible Applicants
- Applicants must be incorporated public, nonprofit, or for-profit agencies able to implement the approved activity or project within the boundaries of the City of Palmdale.
- Applicants must demonstrate the financial management and programmatic expertise to successfully develop, design, implement and monitor the proposed activity or project. This expertise can be demonstrated through previous experience in successfully developing Activities or projects similar to the one proposed, either by partners or key agency staff.
- Applicants must be able to meet all federal, State of California, and City of Palmdale requirements relative to the CDBG program, specifically those concerning equal opportunity and fair housing, affirmative marketing, environmental review, displacement, relocation, acquisition, labor, lead based paint, conflict of interest, debarment and suspension and flood insurance. Pertinent requirements are noted in General Requirements section of this NOFA. All applicants should be aware that if funded, additional requirements will apply.
