Colorado RISE Turnaround Education Fund to address the Learning Challenges

The State of Colorado is accepting applications for a new round of its Response, Innovation, and Student Equity (RISE) Education Fund to address the ongoing economic, academic, and health-related challenges faced by turnaround schools and districts as a result of the COVID-19 pandemic.

Details:

The COVID-19 crisis has had an enormous impact operationally, educationally, and economically on P-12 school districts and charter schools, as well as students, parents, and families. Two and a half years into the pandemic, underserved student populations remain the most at risk for falling further behind or dropping out entirely in the absence of targeted support. These challenges are particularly acute for students attending turnaround schools or school districts with priority improvement plans that were in effect prior to the pandemic, as well as newly-identified schools and districts who have entered into turnaround status or put on a priority improvement plan as a result of learning loss that occurred since the pandemic began. This grant is designed to support substantive, data-driven changes that will improve student achievement in schools and districts who need it the most.

The purpose of this fund is to provide resources to schools with a state-designated turnaround status and school districts that have a state-designated priority improvement or turnaround plan, or school districts, charter schools, or other non-profit entities and community-based organizations serving students in turnaround schools or school districts to address the academic, economic, and health-related impacts exacerbated by the COVID-19 pandemic in a manner that creates lasting innovations and improved student learning.

Funding Information

  • Applicants can pursue awards between $250,000 and $2,000,000, depending on the size of the applicant, number of students served, and quality of the application.

Eligibility Criteria

  • A public local educational provider (LEPs) with a designated “turnaround” status on the state’s accountability system (individual schools) or that have been placed on a “priority improvement” or “turnaround” plan (districts), or schools or school districts that serve students who attend a school with a designated “turnaround” status or a district that is under a priority improvement or turnaround plan on the state’s accountability system.* Public LEPs are defined as:
    • School District;
    • Boards of Cooperative Educational Services (BOCES);
    • Charter schools authorized by a School District or BOCES;
    • Charter schools authorized by the Charter School Institute;
  • Nonprofit/Community-Based Organizations that serve students attending schools with a designated “turnaround” status or districts that are under a priority improvement or turnaround plan on the state’s accountability system;
  • Federally-recognized Tribes; and
  • Consortia of such entities

Other organizations may partner with an eligible applicant, including:

  • Non-profit or community-based organizations with a demonstrated history of working with schools and districts in need of turnaround supports. Applicants in this category must collaborate with other public and/or private agencies, such as the LEP, to create programs as comprehensive and high quality as possible.
  • Early childhood providers
  • Local government entities
  • Employers or workforce partners
