The purpose of this Request for Proposals (RFP) is to solicit applications for funding to provide direct services to crime victims in Minnesota, and assist people impacted by crime who have difficulty accessing services or may not know services exist. Various types of agencies interact with crime victims, and applicants are encouraged to think broadly about locations from which advocacy may be provided to reach more crime victims, such as: homeless shelters, family justice centers, juvenile justice agencies or detention centers serving criminal justice involved youth, college or university sexual and domestic violence centers, etc.
Funding Information
Approximately $43 million is available for grant awards. There is no minimum or maximum grant amount. These are cost reimbursement grants only; federal requirements prohibit advancing grant funds up front.

October 1, 2023, through September 30, 2024.
Eligible Activities
Direct services for people impacted by crime are organized by type of crime victimization because services vary depending on the needs of victims of different crimes. Applicants awarded crime victim services funding must show continual progress toward meeting the expectations detailed in the Program Standards. You must choose the type(s) of crime victim programs(s) for which you are seeking funding. The application Work Plan asks for detail about services and activities from specific Program Standards. Program Standards for the types of programs in this application:
- Child Advocacy Center (CAC) Program Standards – accredited/working toward accreditation
- Domestic Violence Community Advocacy Program Standards
- Domestic Violence Shelter Program Standards
- General Crime Victim Services Program Standards
- Legal Advocacy Program Standards
- Prosecutorial-based Crime Victim Services Program Standards
- Parenting Time Center (PTC) or Supervised Visitation Program Standards
- Sexual Assault Program Standards
- Services for Children and Youth Impacted by Crime Program Standards
Eligible Applicants
- Nonprofit agencies and local units of government including cities, counties, or townships currently providing services to crime victims to address the impact of crime are eligible to apply. This funding is not intended for new, start-up agencies or programs not currently serving victims of crime in some capacity. (Tribal governments will apply under the Tribal Nation specific RFP to be issued in several weeks.)
- For nonprofits: Federal 501(c)3 tax exempt status is not required. To be eligible, an applicant must be legally incorporated as a nonprofit in Minnesota and possess state and federal identification numbers.
- Community-based groups that are not yet incorporated are eligible to apply if using a fiscal agent with nonprofit status.
