With this solicitation, NIJ seeks proposals for rigorous research and evaluation projects in four topic areas. This includes projects that address (1) diversifying responses to public safety needs; (2) implementation and sustainment of long-term organizational change in policing agencies; and (3) police recruitment, retention, and training in today’s environment. NIJ also seeks investigator-initiated research and evaluation projects on contemporary policing in the U.S. on topics outside of the three topic areas listed above, which will contribute to a better understanding of the changes occurring in American policing and the impact on policy and practice.
Goals
The goal of this solicitation is to develop knowledge to inform reform and strengthening of the criminal justice system to ensure fair and just treatment for all and reduce crime and promote safe communities.

Grant Period
- Successful applicants will be expected to complete the work proposed within a five-year period of performance.
Eligibility Criteria
- City or township governments, County governments, For-profit organizations other than small businesses, Independent school districts, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal governments), Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education, private institutions of higher education, Public and State controlled institutions of higher education, Public housing authorities/Indian housing authorities, Small businesses, Special district governments, State governments.
- For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
