HCCSD Priorities
Harris County is prioritizing projects that are:
- Shovel ready multi-family or single-family rental housing projects, where design and engineering plans are at least 60% complete and the project will complete construction by June 1, 2024, unless otherwise extended.
- Acquisition and or moderate rehabilitation of existing multi-family, SRO or single-family rental housing units that will complete rehabilitation construction by June 1, 2024. This includes the development of non-congregate shelter for individuals and or families that are 1) homeless or 2) those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or Human Trafficking as defined by HUD.
- Rental housing projects that are a part of an existing homeless housing and services campus that will increase the availability of units for individuals and or families that are 1) homeless or 2) those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or Human Trafficking as defined by HUD.
- Rental housing projects under HOME ARP that serve Qualifying Populations that are 1) homeless or 2) those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or Human Trafficking as defined by HUD.

These funds were provided by theU.S. Housing & Urban Development Dept and by Congressional Appropriation.Estimated Funding Available is:
- Total CDBG-Disaster Recovery Funding RFP/RFA:$23,000,000
- Total HOME/CHDO Funding RFP/RFA: $2,000,000
- Total HOME ARP Funding RFP/RFA: $8,500,000
- Total CDBG Funding RFP/RFA: $2,000,000
Eligibility Criteria
- Eligible applicants are non-profits, for-profit developers of affordable housing, municipalities, and local governments.
- Development must be located within Harris County and outside the city limits of Houston, except where the City and County partner on projects that provide housing for homeless population
- Eligible Projects are new construction, acquisition/rehabilitation, rehabilitation/reconstruction of multi-family housing, and new construction of single-family rental housing. A minimum of 51% of the units must be restricted for twenty (20) or more years of an affordability period.
