Details:

The City of Omaha receives CDBG funding from the U.S. Department of Housing and Urban Development (HUD). This federal funding is based on a formula that considers census data on population, income, housing, and other pertinent demographic and economic characteristics of local jurisdictions.

National Objectives

The primary objective of the CDBG Program is to develop viable communities by providing affordable, decent housing, thriving and viable living environments, and economic opportunities principally for low- and moderate-income (LMI) persons. An LMI person is one with an annual income at or below 80% of the median family income as adjusted by household size. At least 70% of City of Omaha’s annual CDBG allocation must be allocated to activities which meet the Primary objective of benefitting LMI persons. For an activity to qualify, at least 51% of the persons benefiting from the activity must be LMI persons.

Applicants must determine how the National Objective requirement will be satisfied during the planning, implementing, and documenting of CDBG projects. Each CDBG-funded activity must meet one of three National Objectives, which are:

  • Benefit to LMI Persons – The project or program benefits LMI persons or households. When meeting the benefit to LMI persons National Objective, applicants must ensure that moderate income persons (80% of median income) are not benefited to the exclusion of low-income persons (50% of median income)
  • Slum/Blight – The project or program aids in the prevention or elimination of slums or blight
  • Urgent Need – The project or program meets community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such needs. Use of the Urgent Need National Objective is rare and will only apply to activities that address emergency conditions.

Funding Information

The following funding request limitations apply:

  • Public Services
    • Job Training Program funding requests should range from $50,000 to $400,000.

Program delivery for staff and associated costs may not exceed 10% of the funding request. The minimum CDBG funding request includes project delivery costs.

Eligible Activities

The City of Omaha will prioritize CDBG Public Services funding for job training programs available for youth, adults, and homeless persons. Organizations with CDBG-eligible programs not related to job training are encouraged to complete the CDBG application rather than the CDBG Public Services application.

  • Must serve the City of Omaha, Douglas County
  • Non-profit organizations with IRS 501(c)(3) or 501(c) (6) status
  • For-profit entities
  • Faith-based organizations for activities that serve non-religious purposes.
