The VHT-NC Program’s goal is to directly fund organizations that will build, expand, and sustain organizational and community capacity to deliver services to Native American (i.e., American Indians, Alaska Natives, Native Hawaiians, and/or Pacific Islanders) adults and minors who have experienced a severe form of human trafficking as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended, through the provision of direct services, assistance, and referrals. The following activities are required under the VHT-NC Demonstration Program: a) provision of comprehensive, culturally and linguistically responsive case management to Native Americans who have experienced sex and labor trafficking; b) outreach efforts to increase the identification of Native Americans who have experienced sex and labor trafficking; and c) training to service providers and community partners.
Objectives
The VHT-NC Program’s goal is to fund cooperative agreements that will build, expand, and sustain the organizational and local capacity to provide direct services, assistance, and referrals for Native Americans (i.e., American Indians, Alaska Natives, Native Hawaiians, and/or Pacific Islanders) who have experienced severe forms of human trafficking as defined by the TVPA of 2000, as amended.
Under the VHT-NC Program, the following activities are required throughout the project period:
- Provide comprehensive, culturally responsive, and linguistically appropriate case management and victim assistance to Native Americans who have experienced human trafficking.
- Conduct outreach to increase the identification of Native Americans who have experienced sex and/or labor trafficking.
- Deliver training for service providers and community partners on effective and trauma-informed identification, referral, assessment, and service delivery strategies.

- Award Ceiling: $333,333 Per Budget Period.
- Award Floor: $300,000 Per Budget Period.
Grant Period
- 60-month project period with five 12-month budget periods.
Eligibility Criteria
- Eligible entities according to 22 U.S.C. 7105(f)(3)(A) are states, Indian tribes, units of local government, and nonprofit, nongovernmental victim service organizations. OTIP defines victim service organizations as those that, by nature of their current operations, serve victims of sexual assault, sexual violence, domestic violence, human trafficking, and youth homelessness. Victim service organizations may also include faith-based organizations, non-profit federally qualified health centers, and other non-profit health care facilities that serve or plan to serve victims of human trafficking.
- Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization’s religious character, affiliation, or exercise.
