Details:

The City of Bismarck receives funding through the Federal Government’s U.S. Department of Housing and Urban Development (HUD) for housing and the community development programs. The City is an “entitlement community” for Community Development Block Grant (CDBG) funds which may be used to address the housing and community development needs of the community, particularly the needs of residents who are low and moderate-income.

CDBG Goals

  • Development or renovation of affordable rental housing
  • Promote special needs housing
  • Support efforts to increase homeownership for low-and moderate-income (LMI) households
  • Support facilities serving homeless individuals and households
  • Assist in the development of additional housing for the homeless
  • Provide for homeless service providers
  • Allocate funds to prevent homelessness
  • Support public service activities
  • Improve the quality of public facilities
  • Improve connectivity and access

Objectives 

CDBG primary beneficiaries must be very low- and low-income individuals (LMI) AND eligible projects must also be consistent with one of the program’s national objectives:

  • Benefit low- and moderate-income persons;
  • Aid in the prevention or elimination of slums or blight
  • Activities designed to meet community development needs having a particular urgency.

The City’s available amount to be allocated for 2023 is $301,032.

  • Historic preservation
  • Infrastructure improvement (e.g., water, sewer)
  • Rehabilitation/construction
  • Relocation
  • Public services/operational expenses
  • Parks/recreational
  • Removal of architectural barriers

Eligibility Criteria

Local agencies or non-profit organizations are now welcomed to apply for 2023 funding.

Uses of Funds

CDBG funds must be used primarily for the benefit of low and moderate-income persons. Generally, CDBG funds may be for the following, subject to federal regulations:

  • Acquisition of real property
  • Relocation and demolition
  • Rehabilitation of residential and non-residential structures
  • Construction of public facilities and improvements
  • Public services
  • Planning and administration.
