Priorities

Funding priority will be given to activities that:

  • Provide services that respond to critical, identifiable and unmet needs;
  • Have a high benefit to low-income persons;
  • Are clearly defined as to scope, location, need, budget, goals, beneficiaries and means for evaluation of program progress, with evaluation criteria that are specific, measurable and realistic;
  • Present a reasonable, sound budget and have a clear plan of action that is consistent with the budget and that demonstrates that the applicant has the capacity and the capability to implement the proposed plan successfully:
  • Maximize the use of outside funds (non-CDBG or other City funds); and,
  • Support the coordination of other community development efforts.

Types of Grant

  • Community Development Block Grant Public Services
    • The CDBG program provides the City with the opportunity to develop viable communities by funding activities that provide decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. Funds may be used to carry out a wide range of community development activities, such as neighborhood revitalization, economic development, and the provision of improved community facilities and services.
  • Emergency Solutions Grant
    • The Emergency Solutions Grant (ESG) is a formula grant allocated by HUD according to population and other demographic factors to eligible jurisdictions nationwide. As a result of HEARTH Act changes, OHNS has established four separate eligible ESG program areas:
      • Shelter Program
      • Rapid Re-housing
      • Homeless Prevention Program
      • Street Outreach Program.

Funding Information

  • The amount of CDBG funds available to non-profits for public service activities is capped under the CDBG regulations.
  • Thus, the City expects to receive approximately $2 million in CDBG funds for July 1, 2024 through June 30, 2025. It anticipates the amount available to non-profits for competitive public service grants will be approximately $250,000.

Uses of funds

CDBG funds may be used to support new or expanded services that improve the quality of life for low-and moderate-income individuals or households. Specific priorities for eligible public service activities include but are not limited to, programs concerned with housing counseling, employment, crime prevention, childcare, health care, drug abuse prevention, education, mental health, welfare, recreation, or infectious disease response. The ESG funding may be used to address issues surrounding homelessness.
