Details:

CDBG is an entitlement program of the U.S. Department of Housing and Urban Development (HUD).The grant program is used to address a wide range of eligible housing and community development activities.

The primary objective of the CDBG program is the development of viable urban communities. Viable communities are achieved by providing the following, principally for low- and moderate-income persons and families:

  • Decent housing
  • A suitable living environment
  • Expanded economic opportunities

Objectives

Any eligible activity must address one of the three National Objectives to be considered for CDBG funding, as follows:

  • Benefit low- to moderate-income persons.
  • Prevent or eliminate slums and blighted conditions.
  • Meet an urgent need.

The majority of the projects funded by the City of Kalamazoo are designed to benefit low- to moderate-income persons. HUD requires that at least 70 percent of the funded activities directly benefit low- to moderate-income persons.

Funding Information

  • Anticipated amount is $305,000 in CDBG.
  • The minimum request for any housing activity shall be $50,000.
  • $40,000 in CDBG dollars will be allocated to youth programs.

General Project Eligibility

  • Applicants must be located in the City of Kalamazoo or provide services within the city. Programs or activities that occur outside city limits are not eligible for funding.
  • Proposed development projects must be “shovel ready” and be able to start within three months of agreement execution.
  • Project outcomes must be focused within the core city neighborhoods of Edison, Eastside, Northside, Fairmont/West Douglas, Stuart, and Vine.
  • The project must meet the U.S. Department of Housing and Urban Development national objective of assisting low-income persons and households.
  • The project must be an eligible activity under the CDBG program and align with the project categories outlined in the CDBG application.
  • Project outcomes of the application must relate directly to the organization’s core mission.

Project Considerations

  • Within a reasonable period of time, the proposed project will produce a substantial impact for the city that will have a long-term effect and will not rely on future federal funding to implement or maintain the activity, program, orservice.
  • The proposed project is economically feasible and can be implemented and completed in a timely and costeffective manner. The project has sufficient funds allocated to be completed within the timeline provided.
  • The proposed activity does not require displacement of individuals or produce any adverse effects to the
    community or environment.
  • The applicant has the administrative capacity and experience to execute the proposed activity.
  • The applicant has the financial capacity to continue operations until requests for reimbursement are processed by the city.
