The Port of Los Angeles Community Investment Grant Program creates a funding opportunity for small to large community events, programs, and projects that benefit the Port community and promote the goals of the Los Angeles Harbor Department.

It is the Port’s goal to partner with organizations that have similar interests and goals, creating mutually supportive relationships.

Program Goals

The NEXUS STATEMENT in the grant application must demonstrate how your proposed project/program/event supports the goals of the Port Community Investment Grant program, which include:

  • Promote the LA Waterfront in San Pedro and Wilmington, as active visitor destinations for the benefit of the State of California
  • Promote the Port of Los Angeles and the maritime commerce and Port-related jobs it generates
  • Address impacts of the Port of Los Angeles and maritime operations on surrounding communities, including health, aesthetic and environmental impacts
  • Promote and implement sustainable practices for preservation and conservation of natural resources in the Port environment including renewable energy, water, air, wildlife & biological resources at the Port
  • Provide education, training, and/or workforce development in the areas of:
    • Shipping, fisheries, international trade, and maritime industry
    • Marine-related sciences and technology
    • Port and maritime history
    • Port and marine-related safety and emergency management

Funding Information

  • For Fiscal Year 2022-23, it is anticipated that $1,000,000 in total grant funding will be awarded, inclusive of Large Grants in their second year.
  • Awarded grant amounts of up to $100,000 will be for one year only and funds must be spent within the fiscal year granted (July 1, 2022, to June 30, 2023).
  • Awarded grant amounts of $100,000 or more are considered to be “Large Grants” and awardees will receive granted funds for each of two, one-year periods (July 1, 2022, to June 30, 2023, and July 1, 2023, to June 30, 2024).

Selection Criteria

  • Requesting organization must be a non-profit organization tax-exempt under Internal Revenue Code Section 501(c)(3), and provide documentation at the time of application.
  • Proposals must demonstrate alignment with the program goals, including a clear Port/Tidelands nexus statement in the application.
  • Proposals must clearly define how the Harbor Department funding will be used to promote program goals, with deliverables that indicate dates and activities to be performed.
  • Dollars allocated must be used exclusively by the grantee for events, programs, or projects as described in the application and authorized by the Harbor Department. Funding provided by the Harbor Department cannot be given to other charities, religious organizations, labor unions, or political parties.
  • Requested funds must be for programmatic needs.
  • Proposed events must take place within, or directly benefit, the Harbor District or its immediate surrounding communities of Wilmington, Terminal Island, San Pedro, or Harbor City/Harbor Gateway.
  • Proposals must state how the event, program, or project will be accomplished in a safe and responsible manner with regard to any and all public health concerns – COVID or otherwise – and specify the measures that will be taken to be compliant with all applicable federal, state and local health regulations. In addition, for proposed public events, explain what Applicant will do if the event is prohibited by an applicable governmental order, e.g. cancel or hold virtually, and how it may change the project budget.
  • Proposals must state how the Harbor Department’s contribution will be recognized – Port promotion through title sponsorship, advertising, banners, website, etc. The grant benefits to the Harbor Department must be defined and verifiable.
  • If tickets are part of the grant agreement, details on the event date, number, and value of tickets must be included.
  • Proposals must include a detailed budget outlining the intended use of Grant funds.
  • The organization must submit a mandatory wrap-up report with invoices, outlining the delivered services and a copy of all materials mentioning the Port of Los Angeles/Harbor Department at the conclusion of the agreement. Failure to do so will impact the organization’s ability to apply for future Harbor Department grants.
