In collaboration with Connecticut’s Social Equity Council (SEC), Hispanic Federation (HF) is pleased to announce the Community Reinvestment Pilot Program for the purposes of developing, expanding, and supporting programs that uplift communities and strengthen families disproportionately impacted by the “War on Drugs”.

Details:
With the Community Reinvestment Pilot Program, HF will issue grants to eligible organizations within Hartford City, one of areas identified by the state as a Disproportionately Impacted Areas. To that end, Hispanic Federation will be issuing $900,000 in one time, SEC funded grants to non-profits that work within the following program areas:
- Reentry/Reintegration Programs

- Programs that support formerly incarcerated individuals and their families (i.e., fatherhood/parenthood/grandparents initiatives); civil legal aid; justice involved youth; expungement/criminal record erasure; homelessness; Senior care and harm reduction; family stability etc.; community uplifting; organizing and empowerment.
- Youth Education, Recreation, and Arts
- Enrichment programs for young people and their families that assist in preparing the future workforce; STEM / STEAM; financial literacy; promoting physical and mental health wellness (get outside, get off the games); sports; mentoring; youth and parent leadership and empowerment; creative culture programs (i.e., performance arts, music, dance, instruments etc.); community uplifting; organizing and empowerment.
Funding Information
Non-profit organizations may submit applications for grants up to $100,000 and can be used to support costs for the eligible program or project areas, including, but not limited to, staff, rent, supplies, general overhead, etc. Administrative costs can be at most 10% of the total request.
Grants may NOT be used to cover capital costs (purchasing furniture, buildings, vehicles, etc.), loan fund (create/replenish), lobbying, payment of taxes, subsidizing a business, refinancing or restructuring existing debt, relocation of a business, personal loans, personal needs (such as child support, rent, utilities, etc.), illegal activities.
Eligibility Criteria
- Have nonprofit tax-exempt status under Section 501(c)(3) of the Internal Revenue Code or be under the fiscal sponsorship of a nonprofit with tax exempt status.
- Must have been operating in the city of Hartford for at least three years as an incorporated nonprofit
- Be current in registration with the Connecticut State Department of Consumer Protection Charities Unit.
- Organizations must be providing services within the following program and project areas: Reentry/Reintegration Programs; Youth Education, Recreation, and Arts.
- Must have an operating budget of at least $150,000.
Evaluation Criteria
The strongest applications will be those that meet all or most of the following criteria:
- Proposed narrative is focused, well-defined, and clearly aligns with one of the aforementioned areas. Needs statement is compelling, relates to fulfillment of mission, and addresses (when relevant) how increased capacity will enhance organization’s ability to provides a direct and immediate benefit to the DIA community.
- Organization demonstrates linguistic and cultural capacity; a track record of providing culturally competent and language accessible services; an understanding of cultural and linguistic needs of population served; demonstrated and successful record of outreach to the community disproportionately impacted by the “War on Drugs”; and a record of involving the community in the planning, implementation, or promotion of programs.
- Staff and consultants leading the program must show the necessary qualifications and experience needed for successful program implementation.
- Proposal identifies a clear and realistically achievable timeline as well as outcomes and indicators of success, and how outcomes will be sustained.
- Plan identifies a reasonable process for measuring progress towards benchmarks and overall success of program.
- Proposed budget is clear and relates to the program design.
- Program budget costs are reasonable, and revenue is sufficient to accomplish goals of the program.
