HOME Investment Partnership (HOME) Funding – Michigan

The City of Kalamazoo is inviting applications for its HOME Grant Program to develop and support affordable rental housing.

Details:

HOME funds may be used to provide:

  • The grant program provides Incentives to develop and support affordable rental housing and homeownership affordability through the acquisition (including assistance to homebuyers), new construction, reconstruction, or rehabilitation of no luxury housing with suitable amenities. Eligible activities include real property acquisition, site improvements, conversion, demolition, and other expenses, including financing costs, relocation expenses of any displaced persons, families, business, or organizations.
  • Tenant-based rental assistance, including security deposits.
  • Payment of reasonable administrative and planning costs.
  • Payment of operating expenses of community housing development organizations. The housing must be permanent or transitional housing and includes permanent housing for disabled homeless persons, and single room occupancy housing.

Funding Information

Anticipated amount is $350,000 in Home Grant Program.

General Project Eligibility

  • Proposed projects must be “shovel ready” and be able to start within 12 months of agreement execution.
  • Proposed projects must be located within the core city neighborhoods of Edison, Eastside, Northside, West Douglas, Stuart, and Vine.
  • The project must meet the U.S. Department of Housing and Urban Development national objective of assisting low income persons and households.
  • The project must be an eligible activity under the HOME program and align with the project categories outlined in the HOME application.
  • Project outcomes of the application must relate directly to the organization’s core mission.
  • For profit developers are only eligible for a HOME loan.
  • The minimum HOME investment must be $1,000 per unit, and the city will not exceed the maximum per-unit subsidy established by the U.S. Department of Housing and Urban Development for Kalamazoo.

Project Considerations

  • Within a reasonable period of time, the proposed project will produce a substantial impact for the city that will have a long-term effect and will not rely on future federal funding to maintain the housing development.
  • The proposed project is economically feasible and can be implemented and completed in a timely and costeffective manner. The project has sufficient funds allocated to be completed within the timeline provided.
  • The proposed activity does not require displacement of individuals or produce any adverse effects to the community or environment.
  • The applicant has the administrative capacity and experience to execute the proposed development.
  • The applicant has the financial capacity to continue operations until requests for reimbursement are processed by the city.
  • Of the for-profit HOME applications, priority will be given to minority and/or woman-owned businesses.
