Details:

The 2022 ARPA Nonprofit Sustainability Grant assists nonprofits experiencing negative economic impacts from the COVID-19 pandemic. Social safety net nonprofits serving Fairfax County residents are considered an impacted class as specified in this legislation. In a survey conducted by the Department of Neighborhood and Community Services in the spring of 2022, 100 percent of Fairfax County nonprofits who provide critical social safety net services to vulnerable people experienced negative impact as a result of the COVID-19 pandemic in the form of decreased donations, fees, and other revenue; inability to hold fundraising events; unexpected expenses due to COVID mitigation; additional infrastructure costs; and/or staffing shortages.

This grant is intended to help nonprofit safety net providers remain sustainable by mitigating some of these financial burdens imposed by the pandemic.

Eligible Expenses

Grant funds can be used to:

  • Mitigate financial hardship (e.g., declines in revenues or impacts of periods of business closure). This includes
    • Supporting payroll and benefits costs
    • Costs to retain employees
    • Mortgage
    • Rent
    • Utilities
    • Volunteer recruitment
    • Equipment (e.g., computers, hardware, software, cloud data storage)
    • Other business-critical operating costs as determined by the County
  • Implement COVID-19 prevention or mitigation tactics such as:
    • Physical changes to enable social distancing
    • Enhanced cleaning efforts
    • Barriers or partitions

Eligibility Criteria

Fairfax County is developing a grant opportunity for local social safety net nonprofits using the ARPA Coronavirus State and Local Fiscal Recovery Funds (ARPA Fiscal Recovery Funds). A social safety net nonprofit is an organization that:

  • Is exempt from Federal income taxation and that is described in section 501(c)(3) or 501(c)(19) of the Internal Revenue Code(87 Fed. Reg. 4447 (Jan. 27, 2022));
  • provides services to County residents in one or more of seven distinct categories: Financial Stability, Food and Nutrition, Health, Literacy/Educational Development Attainment, Housing, Positive Behaviors/Healthy Relationships, and Support/Community/Social Networks; and
  • Focuses on primarily serving people within County communities who are more vulnerable to self-sufficiency problems, including people with limited income; immigrants and refugees; people with disabilities; and people who are historically subject to disparate access to opportunities.
