Safety Matters: Managing Relationships in Women’s Facilities is a research-based, gender-informed training delivered to agency/jurisdiction teams of corrections professionals with responsibility for the safe and effective management of women in correctional facilities. The focus of this program is providing enhanced tools for correctional practitioners to address potentially dangerous and compromising relationships that can occur within a women’s facility, while supporting the building of healthy and safe relationships. The training blends virtual instructor-led training (VILT) and onsite classroom instructor-led training (ILT) with a targeted ILT follow up training of staff trainers (TOT). Program content is drawn from PREA-related National Institute of Justice and Bureau of Justice Statistics research and data specific to sexual and physical safety in women’s prisons.
Goals
The goal of this solicitation is the effective delivery of the established NIC training Safety Matters: Managing Relationships in Women’s Facilities to approved participant teams representing local, state federal, and tribal corrections agencies that have been actively working toward improving management of justice-involved women.
Objectives
This project aims to satisfy the following objectives:
- Review and become familiar with the established curriculum, lesson plans, presentation slides, participant and trainer manuals, as well as any other adjunct training materials in preparation for program delivery.
- Delivery of the program will assist agencies/jurisdictions to:
- Build upon foundational training in gender-responsive practice and motivational interviewing skills and examine the intent and practical implementation of PREA standards specific to promoting safety in incarcerated women’s relationships.
- Explore key dynamics of incarcerated women’s behavior and relationships.
- Embrace the importance of institutional culture in promoting sexual, physical, and emotional safety in women’s facilities.
- Intervene effectively and mitigate inappropriate inmate sexual, physical, emotional relationships, and conflicts.
- Revise, edit, and modify any content and format of the curriculum, lesson plans, presentation slides, participant and trainer manuals, other adjunct training materials, applicant solicitation related materials, and websites and/or microsites as directed by the NIC Safety Matters program manager.
Funding Information
NIC expects to make one award for as much as $100,000 for a 12-month project period, beginning June 30, 2023. Requests for amounts more than a total of $100,000, including direct and indirect costs will not be considered.
Eligibility Criteria
- NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services.
- Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
- NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
- NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
