The Revolving Fund Program (RFP) is designed to help communities expand and improve water or wastewater systems using short-term loans provided to subgrant recipients. Qualified private, nonprofit organizations use RFP grant funds to establish a revolving loan fund. These organizations then provide loans to eligible entities for predevelopment costs or short-term, small capital projects not part of the regular operation and maintenance of existing water and wastewater systems.
This program helps qualified nonprofits create revolving loan funds that can provide financing to extend and improve water and waste disposal systems in rural areas.
Rural Development Key Priorities
The Agency encourages applicants to consider projects that will advance the following key priorities
- Assisting rural communities recover economically through more and better market opportunities and through improved infrastructure;
- Ensuring all rural residents have equitable access to Rural Development (RD) programs and benefits from RD funded projects; and
- Reducing climate pollution and increasing resilience to the impacts of climate change through economic support to rural communities.

Nonprofits that have:
- Legal authority to operate a revolving loan fund.
- Financial, technical and managerial capacity to comply with relevant state/federal laws and regulations.

- State and local governmental entities
- Nonprofits
- Indian tribes on federal and state reservations and other federally recognized Indian tribes
