The mission of the National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) is to generate new knowledge that can be used to improve the abilities of people with disabilities to perform activities of their choice in the community and to expand society’s capacity to provide full opportunities and accommodations for its citizens with disabilities (NIDILRR Long Range Plan, 2018-2023). The ultimate goal for all NIDILRR-funded research and development grants is improvement in community living and participation outcomes among people with disabilities.
Grant Priorities
The Administrator of the Administration for Community Living establishes a priority for a Rehabilitation Research and Training Center on Community Living Policy (RRTC-CLP). The RRTC-CLP will engage in policy research, statistical analyses, knowledge translation, development of informational products, and dissemination to contribute to improved policies that promote positive community living and participation outcomes for people with disabilities of all ages. The RRTC CLP’s research and products must be relevant to people with a wide range of disability types, including people with physical disabilities, people with sensory disabilities, people with intellectual and developmental disabilities, and people with serious mental illness.
The RRTC-CLP’s research and related activities are intended to inform the design, implementation, and continuous improvement of Federal, State, and local policies and programs to foster positive community living and participation outcomes among people with disabilities.
The RRTC must contribute to these outcomes by:
- Conducting research and research syntheses in areas of Federal, State, or local policy related to barriers to, and facilitators of positive community living and participation outcomes among people with disabilities. These policy areas may include but are not limited to housing, transportation, food security, long term services and supports, policing and justice system policy, family law and policy impacting parents with disabilities, and policies surrounding eligibility for and receipt of Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI).
- Providing rapid, timely data and policy analyses to inform the ongoing evolution of policies and programs that promote positive community living and participation outcomes among people with disabilities. The RRTC-CLP must work closely with ACL/NIDILRR to identify and prioritize the topics of these rapid and timely analyses, and to target the dissemination of results to key stakeholders. With direct input from ACL/NIDILRR, the RRTC must produce at least 5 reports based on these rapid analyses.
- Demonstrating, in its original application, that people with disabilities from racial and ethnic minority backgrounds will be included in study samples in sufficient numbers to generate knowledge and products that are relevant to the racial and ethnic diversity of the population of people with disabilities being studied. The RRTC must describe and justify, in its original application, the planned racial and ethnic distribution of people with disabilities who will participate in the proposed research activities.
- Involving people with disabilities and other key stakeholders in conducting the research activities under (a) and (b), to maximize the relevance and usefulness of the research products being developed. Other key stakeholders may include, but are not limited to national, State, and local-level policymakers, service providers, and relevant researchers in the field of disability and rehabilitation research.
