Details:

The target population for this award is the noncompliant homeless population that is chronically found on the streets, trails, and parks within the City of Anderson Indiana.

The end goal is to get this population off the street into safe quality shelter with access to services that will enable them to rebuild their lives.

It is envisioned that this task will require the collaboration of a number of community organizations currently involved in providing outreach, medical care, mental health care, substance abuse intervention and support safe housing, and food security all within a social continuum construct.

Eligibility Criteria

The organizational, award and reporting requirements for funding opportunities are as follows:

  • Applicant organization must comply with reporting guidelines as established by The City of Anderson and Dep. Of Treasury. Funds must be fully obligated by December 31, 2024, and fully expended by December 31, 2026.
  • Applicant organization must be certified as a 501(c) 3 nonprofit organization and be in good standing with the Internal Revenue Service to apply.
  • Applicant organization must not discriminate based on age, sex, religion, national origin, disability, economic status, or sexual orientation.
  • Applicant organization must be located within the City of Anderson or be providing benefits for the residents of the City of Anderson or those residing within the City. The project must be located within the corporate boundaries of the City.
  • Applicant must be able to demonstrate COVID-related negative economic impacts which consequently would keep the organization from moving forward with programs that would address the target population which is the focus of this Request for Proposals.
  • Applicant must have registered on www.SAM.gov (System for Award Management) and NOT have any exclusions from funding. Applicant organization must be an established organization in operation prior to June 15, 2022. Award must be used by grantee and cannot be used to make additional grants to other organizations or serve sub-recipients.
