Details:

The City’s 2020‐2025 Consolidated Plan for HUD serves as a strategic roadmap, describing the priority projects the City will undertake to achieve targeted goals and objectives to address Stockton’s housing and community needs. Goal areas are listed below:

  • Housing and Services for the Homeless
  • Affordable Housing
  • Support Economic Development
  • Public Services

Funding Information

The funding sources include $720,000 in Community Development Block Grant (CDBG) and $264,970 in Emergency Solutions Grant (ESG) funds. These estimates are based on the City’s 2022‐2023 allocations, actual amounts may vary.

Funding Eligibility

  • CDBG
    • A proposed activity or service must qualify as an eligible use of funds and meet one of the three Federal national objections as mandated by HUD’s guidelines (Code of Federal Regulations, Title 24, section 570.483):
      • Provide benefit to low and moderate‐income persons.
      • Eliminate and prevent slums and blighting elements.
      • Meet a particularly urgent community need (defined as providing disaster relief from flooding, earthquakes, etc.)
    • The following activities are eligible uses of CDBG funds under HUD’s guidelines (Code of Federal Regulations, Title 24, section 570.201):
      • Public Facilities and Improvements
      • Public Services
      • Housing Rehabilitation
      • Code Enforcement
      • Commercial Rehabilitation
      • Special Economic Development
      • Homeownership Assistance
    • Through this NOFA, the City is prioritizing CDBG funding for public services to promote food security, support vulnerable populations, and advance fair housing, consistent with the community needs expressed in the 5‐year Consolidated Plan.
  • ESG
    • A proposed activity must provide funding to assist the homeless or those who are about to become homeless. The following activities are eligible uses of ESG funds under HUD’s guidelines:
      • Emergency Shelter (Shelter Operations, Transitional Housing if no required lease and housing is temporary)
      • Homeless Street Outreach (Essential Services such engagement, case management, emergency health services, emergency mental health services, transportation, services for the special populations)
      • Homelessness Prevention (Activities to prevent an individual or family from moving into an emergency shelter or living in a public or private place not meant for humans through short‐ and medium‐term rental assistance, financial assistance and service costs for housing relocation and stabilization services)
      • Rapid Re‐Housing (Help move homeless people quickly to permanent housing through short‐ and medium‐term rental assistance, financial assistance and service costs for housing relocation and stabilization services)
    • Through this NOFA, the City is prioritizing ESG funding for Emergency Shelter Operations/Transitional Housing and Homelessness Prevention services.

Eligibility Criteria

  • Organizations must be able to demonstrate experience and capacity in responding to a community need.
  • Organizations may apply for CDBG funding that provide public services for promoting fair housing, food security, and supportive services for vulnerable populations from the City of Stockton.
  • Organizations may apply for ESG funding that provide emergency homeless services, homeless prevention, and homeless housing for Stockton community members.
