The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) seeks applications for funding to increase the technological investigative capacity and associated training of Internet Crimes Against Children (ICAC) task force personnel nationwide through the development, refinement, and advancement of widely used investigative tools, methods, and technologies that address child pornography (herein referred to as child sexual abuse material – CSAM), exploitation, and sex trafficking.

With this solicitation, OJJDP seeks to provide funding for applicant organizations to increase the technological investigative capacity of ICAC task forces and their affiliates as well as related state, Tribal, and local law enforcement and prosecutorial agencies through training and the development and/or enhancement of widely used investigative tools, methods, and technologies that address child sexual abuse material (CSAM) and online child exploitation.

Goals

The goal of this program is to increase the technological investigative capacity and associated training of law enforcement, prosecutors, and other professionals nationwide to combat CSAM and online child sexual exploitation, including cases of child sex trafficking.

Objectives

OJJDP has developed the following program objectives.

  • Category 1 – Support the development of widely used investigative tools, methods, and technologies that address CSAM and online child sexual exploitation, including cases of child sex trafficking.
  • Category 2 – Support the enhancement and/or refinement of widely used investigative tools, methods, and technologies that address CSAM and online child sexual exploitation, including cases of child sex trafficking.
  • Category 3 – Increase the amount and availability of new skill-based training for the law enforcement community and prosecutorial agencies nationwide on widely used tools, methods, and technologies that address CSAM and online child sexual exploitation, including cases of child sex trafficking.

Categories

  • Category 1: Investigative Tool and Technology Development – Develop new and innovative widely used investigative tools, methods and technologies for law enforcement, prosecutors, and other professionals that address child sexual abuse material, child sexual exploitation, and child sex trafficking nationwide.
  • Category 2: Investigative Tool and Technology Enhancement – Enhance and/or refine existing widely used investigative tools, methods, and technologies for law enforcement, prosecutors, and other professionals that address child sexual abuse material, child sexual exploitation, and child sex trafficking nationwide.
  • Category 3: Investigative Tool and Technology Training – Develop and deliver new training and/or advanced skills training for the law enforcement community and prosecutorial agencies nationwide on tools, methods, and technologies that address child sexual abuse material, exploitation, and sex trafficking.
