Details:

The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Proposals (RFP) to local non-profit service provider agencies who are either: (1) interested in BSK funding opportunities; or (2) currently BSK funded.

The King County Department of Community and Human Services seeks proposals from community-based organizations (CBOs) who are interested in partnering with DCHS to prevent homelessness for youth under the age of 24 or households with youth ages birth to 24 who are at Imminent Risk of losing their housing and becoming homeless. The BSK program being supported under this RFP is the YFHPI.

Purpose

Housing security is key to ensuring kids have their best start at life. Research shows that housing is the first rung on the ladder to economic opportunity and that a person’s access to opportunity is intrinsically linked with that of the community where they live.

DCHS works to provide services that reflect and mirror the unique culture of each household served. This is accomplished through contracting with agencies that represent the diversity seen throughout King County. Examples of past partners receiving funding include agencies that specifically serve immigrant and refugee communities, youth and young adults, indigenous communities, mental health and recovery services, people living with severe and chronic health conditions, and people living with disabilities.

Focus Populations

  • YFHPI is targeted to serve youth and families who are at Imminent Risk of homelessness. It is not intended for youth or families who are already homeless.
  • YFHPI is designed to meet the disproportionate need of people in racial and ethnic communities overly represented in the homeless system:
    • Native American/Alaskan Native;
    • Native Hawaiian/Asian Pacific Islander;
    • African American/Black;
    • LGBTQIA+;
    • Immigrants and Refugees;
    • Survivors of Commercial Sexual Exploitation and Human Trafficking;
    • Hispanic/Latino(x); and
    • Individuals Facing Disabilities.

Eligibility Criteria 

  • This request is open to nonprofit organizations, CBO, tribes, and tribal organizations, and public or governmental agencies serving communities in King County. Small nonprofits and CBOs are encouraged to submit proposals.
  • The most qualified applicants will demonstrate the following:
    • A primary focus on the LGBTQIA+ community;
    • Ability to dedicate 1 FTE case manager solely devoted to the work of preventing homelessness, ensuring housing stability for households at Imminent Risk, and implementing the YFHPI model of Prevention and housing stability;
    • Experience serving youth and families at Imminent Risk of homelessness;
    • Applicant agency’s mission ensures an equity focus;
    • Ability to provide services in languages spoken by populations identified as overrepresented in the homelessness system and/or identified to be at the highest risk of experiencing homelessness;
    • Competitive compensation as demonstrated by applicant’s Wage Sufficiency Plan;
    • Agree to meet the BSK YFHPI data collection requirements;
    • Experience with tools that facilitate remote work;
    • Meet the requirements of the DCHS contract boilerplate; and
    • Are not debarred from receiving federal funds.
