The purpose of this program is to transform community behavioral health systems and provide comprehensive, coordinated behavioral health care by (a) enhancing and improving CCBHCs that meet the CCBHC Certification Criteria; (b) providing a comprehensive range of outreach, screening, assessment, treatment, care coordination, and recovery supports based on a needs assessment with fidelity to the CCBHC Certification Criteria; and (c) supporting recovery from mental illness and/or substance use disorders by providing access to high-quality mental health and substance use services, regardless of an individual’s ability to pay. The CCBHC–IA program supports CCBHCs that have been certified by their states or that participated in a previous CCBHC-Expansion award to further expand or improve their CCBHC services.
The intent of the CCBHC-IA program is to improve access to community-based mental health and substance use disorder treatment and support, including 24/7 crisis services, to anyone in their service area who needs it, regardless of their ability to pay or place of residence. This includes any individuals with a mental or substance use disorder who seeks care, including those with a serious mental illness (SMI), substance use disorders (SUD), including opioid use disorder; children and adolescents with a serious emotional disturbance (SED); individuals with a co-occurring disorder (COD); and individuals experiencing a mental health or substance use-related crisis. SAMHSA expects that applicants will include a focus on groups facing health disparities as identified in the community needs assessment in the population of focus.
SAMHSA expects that this program will improve behavioral health care for individuals across the lifespan by supporting providers to operate in accordance with the Federal CCBHC criteria and:
- Increase access to and availability of high-quality services that are responsive to the needs of the community;
- Support recovery from mental health and substance use disorder challenges via comprehensive community-based mental and substance use disorder treatment and supports;
- Use evidence-based practices that address the needs of the individuals the CCBHC serves;
- Continually work to measure and improve the quality of services; and
- Meaningfully involve consumers and family members in their own care and the broader governance of the CCBHC.

Eligible Applicants
Community-based behavioral health non-profit organizations, or organizations that are either (a) part of a local government behavioral health authority; or (b) operated under the authority of the Indian Health Service, an Indian tribe, or tribal organization; or (c) an Urban Indian Organization pursuant to a grant or contract with the Indian Health Service under Title V of the Indian Health Care Improvement Act (25 U.S.C. 1601 et seq.)
For the purposes of this NOFO, a CCBHC is defined as a behavioral health provider clinic that is individually responsible for meeting the six CCBHC criteria requirements and all nine services in a manner that meets or exceeds the standards set in the CCBHC certification criteria.
- Applicants must submit one of the following:
- A copy of their application for state certification and a copy of the state’s certification notice or approval;
- If not certified by the state, a copy of communication from SAMHSA accepting an attestation as a part of a previous CCBHC-Expansion award along with any supporting documentation provided to SAMHSA that demonstrated certification compliance.
- Eligible organizations may submit separate applications for more than one clinic (e.g., a state or provider organization applying on behalf of multiple clinics). CCBHC-IA awards shall only be awarded to existing clinics as described above in this section. In addition:
- Each clinic receiving an award must meet the CCBHC Certification Criteria independently.
- Each clinic must serve a different non-overlapping geographic catchment area.
- Each clinic shall only receive one award from either this NOFO or the concurrent CCBHC Planning, Development, and Implementation (PDI) NOFO (SM-23-024).
- No clinic shall have two concurrent CCBHC awards (from either IA or PDI competitions). If a clinic received an award from SM-22-002 (PDI) or SM-22- 012 (IA) then they cannot apply for this award.
- Each award shall only support one clinic, not multiple clinics.
