The purpose of this program is to increase student access to evidence-based and culturally relevant trauma support services and mental health care by developing innovative initiatives, activities, and programs to link local school systems with local trauma-informed support and mental health systems, including those under the Indian Health Service. With this program, SAMHSA aims to further enhance and improve trauma-informed support and mental health services for children and youth.
Allowable Activities
Allowable activities are an allowable use of grant funds but are not required. Allowable activities may include:
- Provide services in community locations where children and youth congregate to ensure maximum access to trauma-informed and mental health services.
- Provide trauma-informed evidence-based counseling and support services for LGBTQI+ children, adolescents, and their families/caregivers, including those who have survived sexual orientation or gender identity change efforts (SOGI Change Efforts) also known as so-called “conversion therapy” or so-called “reparative therapy.”
- Establish partnerships with public, private, or nonprofit preschool programs, childcare programs, and home-based providers so that they may participate in evidence-based trauma initiatives, activities, support services, and mental health systems established to provide, develop, or improve prevention, screening, referral, and treatment and support services to young children and their families.
- Implement school-wide positive behavioral support interventions and supports, or other trauma-informed models of support.
- Provide activities that address behavioral health disparities and the social determinants of health.
- Provide training on the National Culturally Linguistically Appropriate Services (CLAS) standards to service providers to increase awareness and acknowledgment of differences in language, age, culture, racial and ethnic disparities, socio-economic status, religious beliefs, sexual orientation and gender identity, and life experiences in order to improve the inclusiveness of the service delivery environment and ultimately improve behavioral health outcomes.

Eligibility Criteria
Eligibility is statutorily limited to State Education Agencies, Local Educational Agencies, and Indian Tribes (as defined in section 4 of the Indian Self-Determination and Education assistance Act) or their Tribal Educational Agencies, a school operated by the Bureau of Indian Education, a Regional Corporation, or a Native Hawaiian Educational Organization.
